  1. Lyubka PASHOVA1 and Temenoujka BANDROVA2 Sofia, BULGARIA 1 National Institute of Geophysics, Geodesy and Geography Bulgarian Academy of Sciences 2University of Architecture, Civil Engineering and Geodesy INSPIRE Directive in Bulgaria until 2013 - results, problems and perspectives

  2. Overview • Introduction • INSPIRE directive implementation and establishing a national spatial data infrastructure (NSDI) in Bulgaria • Ongoing projects related to building the NSDI and creating of Geo-portals – only recent • Comparative analyses of good practices related to INSPIRE Directive • Bulgarian organizational structure for INSPIRE Directive implementation • Conclusions International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  4. When is implementation required? Spatial data themes: Annex I – 9; Annex II – 4; Annex III - 21 International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  5. Bulgarian NSDI • 1995 - adoption of a regulation for developing the cadastral plans of the settlements • 2001- Law on Cadaster and Property Register – regulation of cadastral data • Law on Territory Planning, the Water Act, etc. The legislation is repaired and updated continuously. • Result: the coverage of the country territory with harmonized geospatial data (cadastral maps) is only 18.2% comprising 30% of total number of properties in the country • 2007 - Accession of Bulgaria to EU – many GIS projects • e-Government Legislation and its relation with Spatial Data Legislation • 2010 - Law on access to spatial data for building the elements of the NSDI International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  6. National contact point withthe European Commission Ministry of transport, information technology and communications - responsible body and to coordinate all activities concerning INSPIRE (Law on access to spatial data (State Gazette, N 19/09.03.2010) • Executive Agency "Electronic communication networks and information systems” – a state body responsible for coordinating the implementation of INSPIRE, for building a national Geo-portal and its maintenance http://www.esmis.government.bg/en/page.php?c=45 International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  7. National legislation related to the INSPIRE Directive After the Law on access to spatial data in 2010 • Decree № 254 (State Gazette, N81/23.10.2012) concerning the structure, function and organization of the Agency "Road Infrastructure"; • Ordinance on the terms and bodies for analyzing, evaluating and mapping of disaster risk (State Gazette, N84/02.11.2012) • Changes of the geodetic legislations related to INSPIRE Directive except some internal Regulations of the Geodesy, Cartography and Cadastre Agency and announced procurements in last 2 years of the Agency are not made. http://www.cadastre.bg/en International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  8. Projects related to INSPIRE • National level • GIS projects in the economy and administration • GIS projects in local or regional municipalities’ government own Geoportals - examples: • AGCC – e-cadastre, EuroBoundaryMap, EuroGlobalMap, EuroRegionalMap • MGS - “Developing an information system for providing public access to spatial data and services to the Department of Defense” • The Ministry of Health has developed thematic and regional portals provide services to spatial data • International level • CORINE, NATURA 2000, NATURE-SDIplus, BalkanGEONet, PASODOBLE, DACEA, Plan4all, EnvPlus ESDIN, OBSERVE, and many others. International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  9. Overview of Bulgarian achievements Results in 2010 (Crompvoets et al.) • the country has main problems in coordination and lack of clear implementation rules; • the strategy document for implementation on organizational and technological level are available and a plan also exists; • the main organizations that involved in this process are the government, universities and institutes; • Bulgaria has no funding policy; • till 2010, coordination and cooperative activities are performed only at national level, and the Ministry of Transport, Information Technology and Communications (MTITC) is appointed to take a leading role; • the most active organizations in the country are the environmental agencies; • internal structural changes within the organizations involved in this field have not been performed; • specific measures to improve the data and service sharing have been not taken; • a National Geo-portal is not established. International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  10. Bulgarian National Geo-portal • An experimental Geo-portal is elaborated; • It provides diverse information in the form of various digital thematic maps and satellite images, attribute and text data. • It provides several thematic maps of natural disasters for the territory of the country, etc. • During the last three yearsthe EAECNIS repeatedly publishedon its website the goals to implement requirements of the INSPIRE Directive • 12 September 2013 – Public procurement N 01118-2013-0006 • “Creation of an information and communication platform for spatial data and services” http://bsdi.asde-bg.org/index_en.php International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

Overview of Bulgarian achievements Results in 2013 (Bulgarian national report and Indicators) Source: EAECNIS http://www.esmis.government.bg/en/page.php?c=45 INSPIRE Geo-portal http://inspire.jrc.ec.europa.eu/index.cfm/pageid/182) • Related to Spatialdata sets, Metadata and Metadata catalogues: • Metadata for data and services administered by the Environment Agency are harmonized with the INSPIRE Directive requirements; • There are still mixed data, from analog up to vector data and GIS datasets; • With the different permission levels for access; • In many formats and in many database types; • Without standardized way for developing of GIS systems within the state; • Developing without harmonizing and compatibility with existing databases, even within the same institutions! International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013

  13. INSPIRE indicators: Bulgaria, Romania, Greece and Czech Republic Motivation for comparison: • year of membership in EU; • Similar or close economic and social conditions; • regional location: Romania and Greece are neighbor countries of Bulgaria. Main conclusion: In most cases State Geodetic Agency, Surveying and Mapping Authority, Cadastral Organization or other geodetic institution Is a coordinated body of the activities related to NSDI developing. 19. Bulgaria has achieved some results in developing an integrated NSDI NSDI implementation is not well coordinated and is with unclear financial support, and achievements are still insufficient We conclude that it is necessary to change the entire organizational structure, which has to include representatives of all stakeholder groups A new governance structure that fosters the collaboration and manages the INSPIRE implementation is proposed, which can ensure success of the efforts of GI-community in the country CONCLUSIONS International Conference “SDI & SIM 2013”, FIG-COM3, FIG-TH-PH & Geo-SEE Skopje, 6 – 9 November 2013
