Settlement Observations- Price and Cost to Serve Load June • Cost to Serve Load Oct 2011- • ~$0.60 increase driven by Non-Spin ($0.16) and RENA ($0.42) • RTSPP Analysis Oct 2011- • Milder weather led to prices averaging at “normal” levels • Count of high price intervals (North Zone) • Greater than $500- 5 • Greater than $1,000- 5 • Greater than $100- 27 • Less than $18- 366 • West Zone: Less than $18- 1,154

Settlement Observations- Other Observations • Base Point Deviation credits back to market estimated at $0.28 M, $0.01 /Mwh benefit to load • Revenue Neutrality Adjustment $0.47 /Mwh charge to load • RUC continues to be assigned to entities short to the market • RUC Uplift is negligible • Total RUC Cost for Oct estimated to be $3.8 M • Congestion Balancing Account clearing for October $3.2 M, up $0.5 M from September • Congestion rents are over-collected
