Disaster Preparedness and Response Planning Initiatives • Government of Nepal endorsed the National Strategy on Disaster Risk Management in 2009; • Risk Reduction/Flagship Program developed as an Overarching strategy where GoN and International communities (2011-2015) work together; • GoN and UN have jointly signed a Model Agreement (Customs Procedures) to expedite import, export and transit of relief consignments during the major disasters;

Cont…DPR Planning Initiatives • District Disaster Preparedness and Response Plans developed in 72 districts; • National Disaster Response Framework draft submitted; • 83 open spaces Identified to use as evacuation and other humanitarian purpose in Kathmandu valley; • Guidelines on District Disaster Risk Management Plan (DDRMP) by Ministry of Federal Affairs and Local Development (MoFALD). • Development of District Disaster Risk Management Plan initiated in 5 districts

Cont…DPR Planning Initiatives • Dead Body Management Guidelines endorsed; • Disaster Management Training Centre (first of its kind) established at Armed Police Force; • Get Airport Ready for Disaster (GARD) Training held in 2010 ; • TIA is implementing GARD Training recommendations e.g. retrofitting of the existing facilities, preparation of Airport Contingency Plan and procurement of heavy equipments; • New warehouses to be established in 3 regional centers by 2012;

DPR PlanningInitiatives • DRM/CRM Focal Point established in key Ministries, Prime Minister Office, National Planning Commission and Security Forces; • National Emergency Operation Center (NEOC) established in 2010 Dec; • 16 District EOC established in 2011 and 5 Regional, 10 District & 5 Municipal EOCs in 2012; • Clusters and Early Recovery Network have prepared Contingency Plan;

Cont…DPR Planning Initiatives • Simulation exercises organized with the support of various partners (NEOC, mil-mil and civ & mil etc..); • Simulation planned in NEOC and DEOCs (Sept-Dec 2012) • Retrofitting of Schools and Hospitals underway; • GoN endorsed Early Warning Strategy; • USAR Capacity Assessment • Fire fighters training and equipments

Cont…DPR Initiatives • Common assessment tools: • Initial Rapid Assessment (IRA), Multi-Cluster Initial Rapid Assessment (MIRA), cluster level detailed assessment template and Damage Need Assessment • MIRA will be triggered by IASC / MoHA when external assistance required • Established MIRA Roster Members (completed) -representative of clusters, a range of originations GoN, UN, I/NGO, and Red Cross etc. • Activation of MIRA: 3 - 14 days (varies with a level of information and extent of damages) • It was also agreed preliminary report can also be shared with wider humanitarian responders through different coordination mechanisms until it finalizes.

Trainings at Security Forces and Red Cross Movements Program for Enhancement of Emergency Response (PEER) trainings have been initiated since 1998 : - MFR, CSSR, HOPE and other specialized courses like Water Rescue, Fire Rescue, Mountain Rescue, etc. • Nepal Army: more than 234 people have received the tactical SAR trainings and located in different stations. • Nepal Police has trained 183 officials (CSSR-65, MFR–80, HOPE–2 and others-36).

  10. Cont.. Trainings • Armed Police Force provided specialized trainings on MFR, water rescue, CSSR to 259 officials. • Nepal Red Cross Society has National Disaster Response Team members (212) and District DRT members (2,349) and several other specialized trainings.

The Principal IASC is a strategic decision making body with representation of Heads of Agency level. Once in 2 months Camp Coordination & Camp Mgmt Education Shelter Health Nutrition Protection Water, Sanitation & Hygiene Food Security Telecomm Logistics Early Recovery (as a network) Government Cluster Focal Points and DDRC IASC Operational Chair: OCHA Members: Cluster Leads, AIN, FAO, IFRC, IOM, NRCS, OHCHR, SC, UNDP, UNFPA, UNHABITAT, UNICEF, WFP, WHO, ICRC (Obs.)

Way Forward • Effective, timely implementation and monitoring of NSDRM; • Endorsement and implementation of National Disaster Response Framework ; • Establishment of Early Warning System; • Mainstreaming DRR into development planning, implementation and monitoring & Evaluation; • Expand EOCs at regional, district and municipal/ VDC levels; • Communication and Transportation (Air, Land) in Emergency; • Establishment of National Disaster Management Authority;

Contd… Way Forward • Strengthening the response mechanism and coordination among Security Forces at all levels; • Enhance better coordination with government and non-government (donors, UN, Red Cross, media, academia, I/NGOs and private sectors); • Establish additional warehouses in various strategic locations of the country; • Emergency services: Fire and Health Services; • Develop USAR Capacities at National and Local levels; • Fund raising on the preparedness for humanitarian responses (technical and financial)
