ODOT Planners Meeting April 25, 2012
Purpose of Project Improvemobility and safety for people and freight for local, regional, and through travel across the Willamette River in the Salem-Keizer metropolitan area while alleviating congestion on the Center Street and Marion Street Bridges and on the connecting highway and arterial street system. The following areas are of specific concern: • Reducing congestion compared to current conditions at the existing bridgeheads to facilitate the flow of vehicles and freight through the downtown area and east-west freight movement through the Salem-Keizer metropolitan area • Remediating safety and operational deficiencies on the existing bridges and in the study area in locations where crash rates are higher than average
Review of DEIS Alternatives • No Build Alternative • 3 bridge crossing locations; 8 Build Alternatives • Crossing locations: • Existing Bridges Crossing Location (2A& 2B) • Hope to Tryon Crossing Location (3) • Hope to Pine/Hickory Crossing Location (4A - 4E)
No Build Alternative • Alternative 1 (No Build): Examines how the transportation system will operate in the future without building another bridge. • Used as a baseline to compare and measure the other alternatives
Existing Bridges Crossing Location • Alternative 2A (widen existing bridges): Adds two new lanes to the Marion Street Bridge (plus a connection to the future Marine Drive NW) and one new lane to the Center Street Bridge • Alternative 2B (north of existing bridges): New bridge between the Marion and Union Street Bike/Pedestrian bridges
Hope to Tryon Crossing Location • Alternative 3 (Hope to Tryon): New bridge from Wallace Road NW and Hope Avenue NW to Tryon Avenue NE and the Salem Parkway NE, including connections to the Liberty/Commercial Street NE couplet
Hope to Pine/Hickory Crossing Location • Alternative 4A (Hope to Liberty via Pine/Hickory): New bridge from the Wallace Road NW and Hope Avenue NW to Pine/ Hickory Street NE and the Liberty/Commercial Street NE couplet
Hope to Pine/Hickory Crossing Location • Alternative 4B (4A + 2A): New bridge (4A) plus widen existing bridges (2A)
Hope to Pine/Hickory Crossing Location • Alternative 4C (4A + Direct Connections to Salem Parkway & OR 22): New bridge (4A), but Pine/Hickory Street NE extends to Broadway Street NE and has a direct connection to Salem Parkway NE with elevated and direct connection to OR 22 and Marine Drive NW

Hope to Pine/Hickory Crossing Location • Alternative 4D (4C with shortened Pine/Hickory couplet): Same as Alternative 4C but the bridge connection to Pine/ Hickory Street NE would touch down at Liberty Street NE (not Broadway Street NE)
Hope to Pine/Hickory Crossing Location • Alternative 4E (4C minimizes impact to Wallace Marine Park): New bridge (4C) but with modified connection to OR 22 to minimize impacts to Wallace Marine Park
Cost Estimates (2015) • 2A - $148 million • 2B - $388 million • 3 - $501 million • 4A - $306 million • 4B - $451 million • 4C - $692 million • 4D - $687 million • 4E - $708 million
Next Steps • DEIS public hearings May 8 and 17 • DEIS public comment period closes June 18 • Identification of a locally preferred alternative • Development of a finance strategy – to include public opinion survey
