  1. SWAT Renewable Transmission Task Force August 12th 2008

  2. Outline • Overview of the June 2008 SWAT RTTF Technical Sub Group Meeting • SWAT Resource Projection / Potential Transmission Maps • Queue update (7/3/2008) • Full build out potential transmission plan • 50% build out potential transmission plan • SWAT ATC Map • SWAT RTTF Power Flow Study • SWAT RTTF Routing Map – Greg Bernoski (APS) • Update on NPT and renewable developments on Navajo lands – Steve Begay (DPA)

  3. Overview of the June 2008 SWAT RTTF Technical Sub Group Meeting • Group met in Phoenix AZ • Discussion was held on • How to merge the transmission plans from the May SWAT RTTF meeting • Power flow study

  4. Action Item List From June 27th 2008 SWAT RTTF Technical Sub-group meeting Part 1/2 • Group members will send a list to Jon Stahlhut (APS) of all generation units that can be turned off. Coal, Nuclear, Hydro, and RMR units should not be included. • APS will coordinate with NPC/SPPC to include their renewable energy zones and lines in the map. • Nevada (Alex Fratkin) will provide Jon Stahlhut/Annemarie Steinhoff updated load for Nevada for the 2018 power flow case. • Lisa Szot will provide updated Queue for each of the SWAT states

  5. Action Item List From June 27th 2008 SWAT RTTF Technical Sub-group meeting Part 2/2 • APS Transmission Planning will coordinate with APS Siting group to reroute transmission lines around sensitive areas to give appropriate mileage of the potential renewable transmission projects. • Jim Charters will provide information on where to find the ATC from CAISO back to AZ. • Jon Stahlhut will compile a new ATC map from the June 2008 Westconnect ATC/TTC meeting and ATC from CAISO back to AZ. • Annemarie Steinhoff/Jon Stahlhut will create an update resource map with updated Queue information and will include Nevada renewable zones and 2000 MW of geothermal in California. • Jon Stahlhut will begin power flow studies of the potential transmission configuration.

  33. SWAT Renewable Transmission Task Force Power Flow Case Assumptions

  34. Power Flow Case Assumptions List from June 27th 2008 SWAT RTTF Technical Sub-group meeting Part 1/2 • Cases to be developed • Full build out of the renewable generation potential and all transmission circuits added • Renewable Generation from queue data will be held constant from July 3rd 2008 queue data. • 50% renewable generation • All renewable generation from the full build out case is to be scaled down by 50% • Engineering judgment will be used to exclude potential transmission circuits from the full build-out case • The source of all generation data will be indicated • There is no consideration of operational issues • 2018 WECC (or West Connect) Heavy Summer Power Flow Case will be used • It is assumed that all 10 year plan projects are correctly inserted in the case • Load will be scaled to 100% loading for AZ, NM, NV, and CA • N-1 redundancy is to be used for EHV transmission • Load pocket upgrades are neglected (230 kV and below)

  35. Power Flow Case Assumptions List from June 27th 2008 SWAT RTTF Technical Sub-group meeting Part 2/2 • Potential renewable generation will operate at 1.04 p.u. voltage with a power factor requirement of 0.95 lag/lead. • Electrical location of the potential renewable generation will be based on engineering judgment. • All coal, nuclear, hydro, and RMR units will be online. Other units will be off line as needed. • Excess renewable generation will be sent to CA. • Series compensation of the potential transmission circuits will be comparable to existing series compensation on similar length paths. • Phase shifter transformer use will be used based on engineering judgment. • Potential transmission circuit electrical parameters are based on newly built circuits, and are determined by the appropriate mileage. Appropriate mileage is determined by a transmission map developed by the APS Siting Group unless circuit data is already known.
