Recommendation to MC: Formal Appeal Process Issue • ISO Information Officer to track information requests & alert affected Parties when Formal Information Request has been made • Any appeal of ISO’s action regarding Formal Information Request subject to binding arbitration with FERC’s Alternative Dispute Resolution Service • Arbitrator to be selected & hearing scheduled within 30 days of Notice of Appeal • Duration of hearing limited to one day MC to recommend that the NPC approve ISO’s recommended changes to section 3.1 of the Information Policy. Recommendation

Bid Data Proposal • One proposal, with three components: • Decrease time lag for release of bid data from six to three months • Unmask the bid data that are released • Release daily generation outage data • Developed by sub-group consisting of: • VPPSA • Ridgewood Power • DC Energy • Lisa Fink, Maine Public Utilities Commission

IPWG Recommendation • IPWG Meeting on December 5th to develop recommendation to the MC • Bid Data Group • Support all three components as one package, or no package at all • ISO • Tentative support for reduction in lag time if there were widespread stakeholder support • Not able to support other two components at the time but will reconsider its position if there is broad stakeholder consensus on these issues • Stakeholders • Except for bid data group, no support for package as whole • Limited support for decreasing bid data lag from six to three months In regards to the bid data issue, make no changes to the Information Policy at this time Recommendation
