  1. MULTIMEDIAL ACCESS TO MUSIC: A NEW BRIDGE FOR SOCIAL INCLUSION Italian Library for the Blind (from now, BIC) was founded in 1928, asond in this year we celebrate our 90th Anniversary. Our central offices are in Monza, very near to Milan, and we have 16 peripheral offices in different Italian Regions, named «Typhlodidattical consulential centers»

INSTITUTIONAL PURPOSES The institutionalpurposes of the library are: • Ensuring access to reading at impaired vision persons; • Substain the social and school inclusion of impaired vision persons, with the production and distribution of books and with other, most recent services; • Engage in making music in braille format, with a continuous approach to innovative methods to make even more fast and accurate the learning, editing and transcription of music in braille.

  3. ACTIVITIES OF THE ITALIAN LIBRARY FOR THE BLIND To pursue our institutional purposes we realize all over the year a lot of activities in a constant, evolutive way. The main activities are: • Custom production of school texts for students of all ages; • Borrow books of every genre to users of all ages; • Typhlological and Typhlodidactical consultancy towards schools, families and institutions; • Publication of 7 periodicals, in digital and Braille versions

MUSIC DEPARTMENT Our library has a music department, which deals with transcribing the works in Braille and the free online translation from Music XML format into Braille (American standard), in cooperation with Yokohama University – Japan. Also, our music department responds to the needs of visually impaired persons with transcription, lends and sells musical works; also, offers advice about the problems of musical braille notation

INTERNATIONAL NETWORKING At this moment, BIC is: - Vice President of the World Commitee for music notation (Zurich, 2004); • Cooperate specifically through his music department with Yokohama University, in Japan; • Has constant contacts with Italian Union of the Visually Impairments (UICI), and Institute for Research, Rehabilitation and vocational training (I.Ri.Fo.R.)

  6. MUSIC ACCESSIBILITY: PREVIOUS EXPERIENCES BIC has participated in numerous European and national projects, for example: • Miracle (2000-2004) • Play2 (2000-2003) • Ebrass (2006-2008) • Contrapunctus (2006-2009) • MUSI4VIP (2010-2013)

WHAT WE LEARNED In the last two decades we learned that musical literacy has changed profoundly, and milestones in this process are represented by the introduction of «liquid» technologies (voice synthetizer), change of users profile (higher percentage of visually impaired compared to totally blind) and an higher percentage of multiple handicapped students: all of this details say to us that the situation is in a continuous state of evolution

  9. OUR VIEW - EQUAL OPPORTUNITIES Equal opportunities (ONU Convention) means to offer all possible instruments in order to allow visually impaired students to obtain the best possible results, considering his/her potentialities and restrains deriving from visual impairment

  10. OUR VIEW – NEW OPPORTUNITIES New opportunities consist in: - Technology, which can become a bridge able to connect the use of music and people with impaired vision; - Multimedial access to music through Braille, voice synthetizer and audio;

  11. OUR VIEW – THE NEW FORMAT BRAILLE MUSIC XML In our opinion, and from our experiences, Braille music notation can be a good bridge between music and people with impaired vision, because it has several strong points. In fact, it’s: • Very precise • Very concise • Adopted at international level

  12. OUR VIEW – «BMML» AS A MUSIC STANDARD BMML (Braille Music Markup Language) is a subset of Music XML format, compatible with over 100 music editor softwares. We invite you to pay attention to this metaphore: for us, the present situation with regard to methods of accessing music scores are «the motorway» and tools that are «the cars» Our motorway is the BMML format Our cars are at present  Braille Music Reader (free) and Braille music editor 2 (commercial)

MAIN CHARACTERISTICS OF BMML • Multisensorial access, through hearing and / or touch via paper; • Easy exchange with peers / colleagues who use Music XML fomat (importing / exporting feature); • Last but not least, the music score becomes a navigable object, that is our city with no windows and no signs becomes a fully mapped space, with all needed points of interests.

PERSPECTIVES – THE VALUE OF BRAILLE Braille is the only personal and concrete way of accessing written information: voice is faster but by far less accurate, less flexible and above all a passive modality. «If I hear I forget, if I see I remember, if I touch I understand» (Chinese thought) Learning by doing is more efficient than learning just by listening: Braille allows to touch, grasp and manipulate words and concepts.

  15. OUR COMMON CHALLENGE Running alone is faster Walking together bring us further In 20 years Braille will be no more than a piece for museums. One possible way to preserve it and to value its unique benefits is including Braille in a multimedial modality of accessing information DAISY format could be a solution

BMML and DAISY Benefits: • Reducing costs and time for transcription; • Enhancing bidirectional exchange (student vs. sighted peer and viceversa); • Improving mastery of Braille through redundant information (voice and real sound); • Using existing equipment for reading music along with text / images (e.g. DAISY readers in combination with Braille display and if necessary relief drawings).

  17. FUNDING We would like to propose to constitute a commitee through which make fund raising, using international legislation. The Italian legislation acknowledges forma groups / associations, provided there is a formal registration. We have prepared a draft statutory act and we will be happy to discuss this opportunity with all who may be interested

  18. OUR PROPOSALS FOR FUNDING 1) We think DAISY can be an aggregator of the needs for an exchange tool (such as BMML) and the various production needs related to the formatting and publishing of the work of each agency, not as a single developer of the solution; 2) That the exchange format is open source, and that at the same time we get to update and improve it constantly or through a targeted multi-year project or through a new organization that deals with it; 3) Once the exchange format is created, we need to get to the recognition of ISO standardization, making the same format recognized, validated and applicable worldwide
