EASTC under Tanzania Government • Period of uncertainty over status of EASTC • Fees charged to meet part of running costs, economic fees charged from 1983 • CFTC provided block fellowships to meet full fees for 16 in 1979 and 2/3 of fees for 14 for period 1981-87. Bilateral donor assistance stepped in • In 1992 EASTC moved to own campus with hostel space for 56 funded by Tanzania Forum for African Statistical Development: Addis ababa, 12-13 May 2004

  10. EASTC with regional character • Organizational autonomy • EU funded Institutional Support project providing infrastructure, fellowships and training facilities during 1995-99. New hostels for 96 opened in 1998 and 40 fellowships per year for 1995-99 • Bilateral assistance for fellowships complemented Forum for African Statistical Development: Addis ababa, 12-13 May 2004

Joint Activities • Collaboration with Royal statistical Society (former IOS) and ISAE for accreditation of qualifications • Joint workshops with Munich Centre and training of staff • Twining programmes with ASRU, University of Kent • Joint workshops with World Bank Institute • CWIQ programme with World Bank • Staff exchange with University of Dar es Salaam Forum for African Statistical Development: Addis ababa, 12-13 May 2004

Lessons learned • Assistance was available when seriously sought • Statistics being a cross-cutting subject relevant to all projects that need monitoring and evaluation, statistical training needs to be attached to all such projects to make it demand driven • Regional organizations need to be proactive in promoting institutions providing regional services • Sustainability of training institutions need assurance of stable inflow of finances to run them Forum for African Statistical Development: Addis ababa, 12-13 May 2004

The Way Forward • Establishment of fellowship foundations for each training institution. • Foundation finances would be invested to generate fellowships continuously • User countries would be expected to contribute towards the foundation funds • Development partners and endowment organizations may be approached to provide funds to complement Forum for African Statistical Development: Addis ababa, 12-13 May 2004
