POSITION DESCRIPTIONSAMO - AREA MANAGER OF OPERATIONS: • Directs the operation from the tower or from a mobile unit. • Coordinates with Sun’nFun officials, airport management and the Lake Parker feeder facility. • The AMO’s shall be the approving authority for all deviations from standard procedure. POSITION DESCRIPTIONSAS - AREA SUPERVISOR: • PROVIDES OVERALL SUPERVISION FOR ASSIGNED AREA DURING A SHIFT. • Coordinates with the AMO for all deviations from standard procedures through team leaders. • Provides direction to all personnel in the tower cab, mobile units (departure/fly-by), and the Lake Parker feeder facility. • Ensures that the ATIS is current and that all equipment problems are reported to the assigned technician.   24. POSITION DESCRIPTIONSPC - PROCEDURAL COORDINATOR: • This position serves as a procedural coordinator at various positions of operation away from the tower cab at the annual EAA convention. • The position requires a minimum of three years experience at the annual convention. SUN'n FUN 03 AB

POSITION DESCRIPTIONSPROCEDURAL COORDINATOR • It is considered one ofthe most sensitive positions due to the interaction necessary with all levels of the airshow industry at the convention. • On-the- spot decisions are necessary to insure the safe and efficient operation of daily convention air demonstration activities including the actual air show operations and fly-by pattern events.   26. PROCEDURAL COORDINATOR.DUTIES AND RESPONSIBILITIES • 1. Provides the necessary coordination between the control tower and the EAA for all arrivals and departures during the air show and other periods when fly-by operations are in effect. • 2. Represents the Sun-n-Fun Air Traffic Manager and AMO's while attending numerous scheduled daily and impromptu briefings with all entities of the convention, and informs the AMO and/or the air traffic manager of operational impacts.   SUN'n FUN 03 AB

Provides OJT for individuals selected by the Air Traffic Manager and the AMO on the duties, responsibilities and action of the procedural coordinator position to ensure future coordinators are available for the event. • 4. Reflects the highest FAA image while working with all industry participants inthe event: such as the EAA, other FAA Representatives, NTSB, FSDO, Military, Air Carriers, Airshow Performers, and Congressional or industry VIP’s.   SUN'n FUN 03 AB

  39. SUBJECT: TEMPORARY AIR TRAFFIC CONTROL SERVICE SUN ‘N FUN 2003 • 1. PURPOSE. This agreement establishes the movement area/non-movement area on the Lakeland Linder Regional Airport that is effective while the Temporary FAA Control Tower is in operation and identifies other requirements unique to the subject operations. • 2. CANCELLATION. This Letter of Agreement shall be self-canceling at 9:30 p. m. on April 8, 2003. SUN'n FUN 03 AB

  40. SUBJECT: TEMPORARY AIR TRAFFIC CONTROL SERVICE SUN ‘N FUN 2003 • 3. SCOPE. This Agreement covers movement/non-movement areas, runway marking, runway closures, hours of operation, and use of the City of Lakeland’s Airport Traffic Control Tower building. SUN'n FUN 03 AB

  41. ATCT – SUN‘N FUN • 4. RESPONSIBILITIES. a. The Federal Aviation Administration (FAA) shall provide temporary air traffic control service, as published in the Graphic NOTAMs, and will staff the Airport Traffic Control Tower, from 06:30 a.m. to 9:30 p.m. EST/EDT, on a daily basis from March 31, 2003 through April 8, 2003, * SUN'n FUN 03 AB

  42. RESPONSIBILITIES - AIRSHOWS • excluding the time when the airport is closed for the daily airshow April 2-8, 2003 and the night Airshow, April 5, 2003. • DAILY 1345-1730 LOCAL • APRIL 5, 2003 NIGHT SHOW 1900-2100 LOCAL SUN'n FUN 03 AB

  43. SUBJECT: TEMPORARY AIR TRAFFIC CONTROL SERVICE SUN ‘N FUN 2003 • The temporary tower shall have jurisdiction authority over Runways 9R/27L and 9L/27R only, all other portion of the airport shall be considered non-movement areas. Tower will provide advisories in non-movement areas on a workload-permitting basis. SUN'n FUN 03 AB

  44. AIRPORT MANAGER – RESPONSIBILITIES • Runway 9L and 9R shall be marked with a displaced threshold in accordance with Annex 1 and the Airport Layout Plan. Flashing strobe and light bar shall be located on each side of both runways at the displaced threshold. SUN'n FUN 03 AB

AIRPORT MANAGER - RESPONSIBILITIES • Runway Closures: Runway 5/23 shall be closed and marked.  • Runway Markings and Signs: • (1) Runway 9 shall be marked as 9R and Runway 27 shall be marked as 27L.  • (2) Taxiway A (the parallel taxiway north of Runway 9/27) shall be marked as Runway 9L and 27R.   46. AIRPORT MANAGER - RESPONSIBILITIES • Two large white circles shall be painted and marked “1” and “2” on Runway 9L as depicted on Annex 1, to be used as aiming points as assigned by the tower to aircraft landing Runway 9L. • Two large white signs marked “1” ands “2” shall be placed in the grass immediately adjacent to the white circles in (4) above, to assist pilots in identifying the assigned spots. ORANGE CONES • Four hundred (400) orange cones shall be provided for placement, as directed by ATC, to close off area, as appropriate, in an effort to ensure a smooth flow of ground traffic. • Extra cones shall be available for use, if additional “problem area” are identified.   49. SUBJECT: TEMPORARY AIR TRAFFIC CONTROL SERVICE SUN ‘N FUN 2003 • Two (2) directional signs shall be provided for placement at the northeast end of Runway 5/23 and the northwest end of Taxiway “L”. The signs shall give visual direction to the pilots of the ground flow, as shown on Annexes 1 and 2 of this letter. Signs shall be provided to indicate FBO or EAA, with an appropriate directional arrow. SUN'n FUN 03 AB

  50. SUBJECT: TEMPORARY AIR TRAFFIC CONTROL SERVICE SUN ‘N FUN 2003 • Aircraft Parking. Tower will expect arriving aircraft that do not specifically request to go to the FBO or other facility on the north side of the airport, to be directed by radio/flagman and signs to the south side of the airport. The primary taxi routes to and from these areas are shown on Annexes 1 and 2. SUN'n FUN 03 AB
