Native Title – Heads of Agreement • Signed by State, Woodside and the KLC representing the Goolarabooloo Jabirr Jabirr combined claim • Agreement to negotiate a ILUA by December 2009 • Non extinguishment of Native Title • Benefits are shared across the Kimberley • Benefits directed to “good things” education, housing, jobs, culture, heritage protection • State is a contributor to the benefits • Industry is main contributor benefits proportionate to scale of development • Commonwealth is not a party to the ILUA but contributes benefits to the region

  4. Site Identification • Final site subject to minimisation of impact criteria • Aboriginal heritage • Topography • Near shore geological structure • Off shore marine conditions - tides, currents, sea floor structures • Preliminary site by end of June • Finalisation of site by mid-July

Strategic assessment scoping document • Strategic Assessment Agreement scoping document aligns both the Environment Protection and Biodiversity Conservation Act and Environmental Protection Act assessment processes to the Strategic Assessment Agreement Terms of Reference • Draft provided to industry, Kimberley Land Council and Non-Government Organisations for comment • Final scoping document to be approved by the Environmental Protection Authority • Preparation of the Strategic Assessment Agreement report and Strategic Environmental Plan to be undertaken by independent consultants – tender mid-July

Environmental studies program • Wet season environmental study completed report due June • Marine studies include noise loggers, met ocean data, Whale / Dugong recording, benthic habitat mapping, water quality and turbidity studies • Dry season environmental study will be undertaken July –September • On shore met station to be deployed July • Near shore water studies to progress upon site selection

Heritage studies • High level Aboriginal cultural values survey completed • Separate women’s and men’s surveys • Supported by 3 anthropologists • Participation by law bosses from Northern tradition • Comprehensive site identification studies June-September • Ethno biological, archaeological, anthropological • Non indigenous site assessment • Marine studies – shipwrecks etc

  8. Master Plan • The Master Plan will separately document the Common User Precinct requirements under the following broad categories: • Gas Processing Industrial Precinct; • Port and Marine Facilities; • Workforce Accommodation; and • Regional Services Upgrade. • Master plan to be developed in concert with the Dampier Peninsula Land Use plan and Local Planning Strategy (release of industrial and residential land - Rubibi claim) • Planning steering group to consist of Shire, Kimberley Land Council, Department of State Development, Department for Planning and Infrastructure, Departlment of Local Government and Regional Development with input from responding agencies such as Kimberley Development Commission, Department of Environment and Conservation, Department of Water, Main Roads WA etc • Draft layouts developed for Traditional Owner consideration
