The Vision • A secure and enabling environment leading to democratic elections and recovery through the scrupulous implementation of the Comprehensive Peace Agreement under a cohesive, accountable and adequately resourced Transition Government at the service of the Liberian people. DDRR : Expected Results (2004 - 05) • Successful disarmament and demobilisation (of estimated 38,000 - 53,000 female and male ex-combatants of which approximately 21,000 are child ex-combatants) by Dec. 2004 • Collection of estimated 70,000 weapons by Dec. 2004 • Counselling and referral services for ex-combatants • Rehabilitation of disabled ex-combatants • Reintegration of ex-combatants by Dec. 2005. Repatriation, Reintegration, Rehabilitation and Reconstruction: Expected Results (2004 - 05) • Immediate, restorative support (transport, household items, food assistance) to up to an estimated 350, 000 returning Liberian refugees, 73,000 third country refugees and 490,000 IDPs. • Social protection and legal support for returnees, refugees and host communities. • Training and deployment of community mobilisers to work in 720 communities of nine counties. • Effective returnee monitoring in all resettlement areas • Coordinated transition recovery and community empowerment projects in all15 counties. Basic Social Services: Expected Results (2004 - 05) • Basic Social Services cover education, health, nutrition and water and sanitation. • Strengthened management and delivery of basic social services • Improved revenue generation and control • Rehabilitation/construction of 2,500 wells and 9,000 drop holes in rural communities; 75% of population in six main urban areas secure access to regular household water treatment • Eradication of sewage contamination in Monrovia, and solid waste cleared in other urban areas • Enhanced institutional capacity for primary health care and healthcare management systems • Nation-wide action to address HIV/AIDS, malaria, TB, mental illness, childhood conditions, and malnutrition. • Rehabilitation and equipping of 6 hospitals and 50 health clinics in selected communities. Basic Social Services: Expected Results (2004 - 05) • Three health training centres established. • Rehabilitation of the school system for full resumption, expanded access, functional quality and better management • Rehabilitation of 450 Primary and Secondary schools, 6 vocational institutes; 500 badly damaged Primary and Secondary schools are reconstructed. • Three Teacher Training institutes are rehabilitated and 18,000 teachers are trained on the rapid educational response Teacher’s Guide. • 750,000 children receive emergency education supplies. • Policy and institutional framework for higher education developed NTGL Presentation: Monrovia, January 2004

Restoration of Productive Capacity: Expected Results (2004 - 05) • Policy framework in place to address critical sector priorities including agricultural diversification. • Capacity support to bolster tree crop production, community forestry, livestock rehabilitation, artisanal maritime fishing, start-up inputs for high market value crops, post-harvest activities and market access as well as environmental protection. • Optimal support to resuscitate socio-economic activities and boost employment opportunities through skill acquisition, micro-credit and safety nets in all 15 counties. • Effective labour intensive feeder road construction and reconstruction community resource centers. • Conducive environment for domestic and private investment in natural resource development and processing through agriculture. • Fully trained, supported and constructively engaged youth, especially in high risk areas. • Rehabilitation of rural shelters; design and construction of new ones. Infrastructure: Expected Results (2004 - 05) • Restoration of electricity services in Monrovia, and extension to rural areas. • Existing power plants rehabilitated • Rebuilt LEC capacities to manage and develop electricity sector • Restoration of stable road management, periodic maintenance systems • Rehabilitation/upgrade of selected roads and bridges. Infrastructure: Expected Results (2004 - 05) • Enhanced capacity to manage air and sea ports • Rehabilitation/repair of 15 licensed airport runways and tug boats. • Establishment of appropriate regulatory framework for telecommunications services • Restoration of fixed telephone services • Rebuilt LWSC capacity to manage urban water supply sector, extend and increase services in Monrovia as well as in secondary cities. • 6 piped water systems rehabilitated serving 290,000 people • Regular water treatment. Economic policy & Development Strategy: Expected Results (2004 - 05) • Options for policies and improved management, oversight and accountability of the forest sector, maritime and mineral resources for national benefit and environmental sustainability • Framework for resuming commercial forestry activities which form basis of efforts to secure removal of timber sanctions • Enhanced national statistical and information system for economic planning and development management • Foundations for longer-term development including work on an Interim Liberia Poverty Reduction Strategy. Risks • Failure to adhere to tenets of the Comprehensive Peace Agreement • Delayed / limited troop deployment and lack of internal security • Relapse into factional wrangling / hostilities • Failed DDRR process • Regional instability • Inadequate or uncoordinated international support (political + financial) • Lack of accountability and transparency in handling of public resources NTGL Presentation: Monrovia, January 2004

Key Messages • The RFTF reflects the key priority areas for the short-to-medium term reconstruction of Liberia agreed upon by stakeholders. • Successful implementation will only be possible in an atmosphere of complete cooperation, peace and stability. • Liberians now have a historic opportunity to rebuild their country with the full support of the international community.
