  2. Antebellum Government • Antebellum – pre Civil War • Constitution – Supreme Law of the land • Constitutional Convention – a meeting of representatives to determine the laws

  3. Constitution of 1817 • The Federal government allowed MS to become a state and write a constitution • Number of people? • This would be the first constitution of MS

  4. Constitution of 1817 • Laws • Only white men with property could vote • Only white men who paid taxes could vote • Only white men in the militia could vote • Governor, lieutenant governor, and legislature are elected • All other officials are appointed • Appointed?

Jacksonian Democracy • Based on the beliefs of Andrew Jackson • The common man’s President • Beliefs • All officials should be elected • Eliminate property rights qualifications • Term limits (number of years) • MS gained new land from the Choctaw Indians, which included new people • These new people believed in JD and wanted a new constitution

  6. Constitution of 1832 • Laws • All property rights qualifications are eliminated • Must be a white male, 21, and live in MS a year to vote • Governor could serve 2 terms • All officials were elected

  7. Government After the Civil War • After the Civil War (1865) the federal government took control of MS and removed all Confederate officials • Confederate? • The Federal Government demanded a new constitution to reflect the new amendments to the US constitution

Constitution of 1868 • Laws • 13thamendment – abolished slavery • 14th amendment – all people born or naturalized were citizens except Native Americans • Naturalized? • 15th – all African Americans can vote • Denied former confederate officials political rights • Established a state wide public school system

  9. 1890 to Today • Once the federal government left control of MS to the citizens there was a new demand to disenfranchise minority groups • Disenfranchise? • Therefore a new constitution was established

Constitution of 1890 • Our constitution today • Old Laws • Literacy test • Poll tax ($2) • I term governor (4yrs) • This constitution has 125 amendments • New laws • Omit the literacy test and poll tax • Governor serves 2 terms • 19th amendment • Voting age 18 (because if the soldiers were old enough to fight then they could vote)
