What is the Proposal? • The proposal is an overview • It is the beginnings of planning. • It shows the unit leader and any representatives of a unit committee, that the following tests can be met. • The project provides sufficient opportunity to meet the requirement. • The project appears to be feasible. • Safety issues will be addressed. • Action steps for further detailed planning are included. • The young man is on the right track with a reasonable chance for a positive experience. Service Project Proposal • Brief description of the scout’s Project • Who is the beneficiary and how/why will they benefit from the project • Once the Scout has these two items, he should contact his District Approver • Get verbal approval of the project • Not a requirement, just a good idea • This is a recommendation • Insures District approval of the proposal Verbal Approval is NOT authorization to proceed ! ! Fund Raising Application • Most Districts allow scouts to prepare their Fund Raising Application prior to getting District approval • New Council Policy for 2017 • Complete Fund Raising Application for all funds & material regardless of the dollar amount expected. • New Council Policy for 2018 • Crowd funding via the internet will be disallowed where the website has an administrative fee • REDBASKET.ORG is being recommended by the National Eagle Scout Association as they are offering a NO FEE platform for Eagle Scout projects. Fundraising Application (Continued) Helpful Hints for the Fund Raising Application • What does not need to be on it • Donations from the Scout or his parents or relatives • Donations from the Scout’s Unit or Charter Organization • Final project report should report these donations • All other sources of funds should be on it, including • Restaurant fundraisers • Rummage Sales • Recycling materials (if gathered from sources outside the scouts family or unit) • Discounts or material donations from suppliers (i.e. Home Depot, Lowes, etc.) • Crowd funding sites or any other sources where funds are solicited • Use estimates for amounts • For example: $100 or 10% of expected purchases Trail to Eagle

  18. Trail to Eagle – Phase 3 • Make sure that the plan will meet the beneficiary’sexpectations • Did the scout discuss pages 25 & 26 of the Project Book with his beneficiary? Life Goals EssayApplication – Requirement 6 In preparation for your board of review, prepare and attach to your Eagle Scout Rank Application a statement of your ambitions and life purpose and a listing of positions held in your religious institution, school, camp, community, or other organizations, during which you demonstrated leadership skills. Include honors and awards received during this service • Essay should be of some nominal length • ½ page to several pages • Include church youth group activities, school organizations and teams, camp CIT or counselor, day camp aide, sports teams, etc.

  23. Letters of Recommendation • Reference letters MUST NOT be given to the Scout for delivery to the Council Office or Board of Review • It is OK if they are at the Office before the Eagle Application • The Scout can start contacting his references BEFORE he finishes his project • Religious Reference • Parents or guardians provide this for scouts who are not affiliated with an organized religion • New Council Policy for 2017 • Letters of Reference are to be mailed into the Council Office • Letters from parents may be submitted with Eagle Scout Application is a SEALED envelope • Reference letters MUST NOT be given to the Scout for delivery to the Council Office or Board of Review

Eagle Board of Review TheDistrict Eagle Board Chairman will contact the scout and his unit leader within a few weeks after the application is filed to notify him of the appointment location, date, time Eagle Board of Review • TheDistrict Eagle Board Chairman will generally be able to accommodate any special needs for the date, time & location of an Eagle Board of Review

  28. Eagle Palms (etc.) • Requirements Changed – August 1, 2017 • Retroactive change announced October 2017 • A scout will be entitled to receive an Eagle Palm for each additional 5 merit badges that have been completed by the date of the Eagle Scout Board of Review.

After the Board of Review • Bring a camera for photos at conclusion of Board of Review • A scout is an Eagle Scout as of the conclusion of the Board of Review • Board of Review Chairperson signs the Eagle Scout Application Form • Application is forwarded to National Office • Application Form • Life Goals Essay • Project Book will be returned to the Scout after the Board of Review • Council Office will usually call the parents about 4-6 weeks after the Board of Review that the Eagle Scout documents are ready to be picked up • Start planning an Eagle Court of Honor
