  1. 1. Preliminary orientations for the future regional policy • In application of the principles of social and economic cohesion, 3 major objectives arise : • Outside least favoured regions, the aim is to anticipate and promote socio-economic change • The strengthening of regions supported by taking into account existing economic, social and territorial disparities • All the regions could be eligible to objective 2  • A « menu » of thematic and territorial Community priorities • Thematic priorities could be directly inspired by the political context • Territorial priorities • objective co-operation/integration

The possible place of territorial cohesion in the future of structural funds • Since the 2nd cohesion report, the territorial dimension of cohesion is in the discussion for the preparation of the future regional policy. • Beyond GDP and unemployment disparities, 6 types of territorial disparities between regions have been identified.  • 4 types of use of the « territorial cohesion » dimension in the next SF period could be made (at technical level). • Definition of territorial criteria for objective 2: • the Commission will identify criteria which : • - could help the regions to define their priorities, • - could be used by the Commission for allocating financial resources

The place of territorial cohesion in the architecture of the 3d report on cohesion • It is the intention of the Commission to present several aspects of territorial cohesion as formal proposal in the 3rd cohesion report. • 3 major inputs : • - ESPON results • - results from specific studies (insular regions, mountains,..) • - report from Sub-Committee for Territorial and Urban Development on territorial cohesion.

The place of territorial cohesion in the architecture of the 3d report on cohesion • Territorial cohesion part will be splited in 3 chapters of the 3CR : • - description of a new context : in our case, recent territorial transformations in the context of enlargement) ; • - situation and trends : in our case, new factors determining competitiveness and deepening of disparities at territorial level ; • - improving the contribution of communities policies to cohesion : in our case, analysis of the sectors, policy impact assessment

ESPON challenges for the upcoming 3rd report on cohesion • · ESPON programme important, as stated in the 2d interim report on cohesion (January 2003) • · The principal results should be available next August • · Deliverables will only be relevant, if they : • - are operational, • - cover the whole EU territory, • - occur at the lowest possible territorial level, • - are comparable. • · The elaboration of indicators of spatial differentiation at enlarged European scale, which will be used to define the criteria of allocating money (see above) will be one of the basic needsfrom ESPON.
