Safety MOU for Facilities and Operations (F&O) at C-AD

This Memorandum of Understanding (MOU) establishes guidelines for assigned F&O craft personnel and their supervision at the Collider-Accelerator Department (C-AD). It covers work responsibilities, adherence to safety policies, supervision, and reporting of injuries. F&O will provide necessary tools, equipment, and safety gear.

  2. F&O MOU • Memorandum of Understanding (MOU) Regarding Assigned Facility and Operations (F&O) Craft and Supervisory Personnel at Collider Accelerator Department (C-AD) • Assigned F&O craft personnel report to those groups shown on the C-AD organization chart

  3. F&O MOU • Assigned crafts currently include: • Electricians • Carpenter(s) • Riggers • HEMOs • Others as needed • Supervision - trained as qualified C-AD Work Control Coordinators (WCC). • Work in support of programmatic equipment and facilities.

  4. F&O MOU • Assigned F&O workers and supervision will follow C-AD’s Conduct of Operations, OSH and E Management System policy and related procedures • All space charge-related work is the responsibility of F&O • C-AD supervision may participate in interviews of prospective candidates. Also, C-AD reserves the right to request changes in assignments • C-AD directed work will include adequate work planning and controls in accordance with C-AD’s OPM • C-AD will supervise work performed by assigned workers. Includes specifying and ordering of material and supplies for programmatic support

F&O MOU • C-AD will consult with F&O ESHTQ for injury and event investigations, notifications, and the development of corrective actions • The reporting of injuries and events fall under C-AD’s jurisdiction and C-AD’s occupational injury and event statistics • C-AD will accommodate reasonable requests for union business provided adequate notification has been given and it does not adversely affect our operating or shutdown schedule • F&O will provide craft hand tools and safety equipment (yellow bag) including uniforms (PPE). This also includes specialized equipment such as cranes, aerial lifts or miscellaneous power tools that are available in F&O tool cribs

  6. F&O MOU • F&O responsible to supervise assigned and non-assigned crafts when performing space charge-related work unless otherwise agreed • F&O will ensure C-AD has an opportunity to review and provide input to F&O procedures that are implemented or used at C-AD by F&O personnel assigned to C-AD • F&O will ensure C-AD ESSHQ Division is notified as soon as practicable when an assigned F&O employee reports an injury related to work at C-AD • An injury must be reported to C-AD ESSHQ Division on the day that it occurred in order to fall under C-AD jurisdiction • The reporting of injuries that result from re-aggravating old injuries that occurred prior to the implementation date of this MOU are the responsibility of F&O

  7. F&O MOU • F&O will also: • Approve daily and weekly time cards • Monitor and schedule required safety training, physicals and medical surveillances • Complete Performance Appraisals, address attendance-related issues and impose miscellaneous disciplinary actions as deemed necessary • Approve vacation, sick and other non-scheduled absences in consultation with C-AD supervision
