  2. Why is the focus on early childhood and family outcomes important? • Improve results for young children with disabilities and their families • Meeting a need in the field • Development of outcomes for general early childhood programs • Address GPRA and PART

  3. GPRA • IDEA goals and indicators established • Indicators and data collection further along for school age population than for EC • For early childhood data have been collected on: • Number of children served (Part C) • Settings (both Part C and 619)

  4. PART • Four critical Assessment Areas 1. purpose and design 2. strategic planning 3. management 4. results and accountability • Ratings from ineffective to effective • Purpose – ‘to enhance budget analysis’

  5. PART Evaluation: Findings and Recommendations • Part C and 619 Findings: No long-term child outcome goals or data • The PART required the Department to: 1. Establish long-term outcome-oriented objectives 2. Develop a strategy to collect performance data

Child Outcome GPRA Indicators Part B, Section 619: All preschoolers with disabilities receiving special education and related services will improve their early language/communication, early literacy, and social-emotional skills. Part C: All infants and toddlers with disabilities will exhibit improved and sustained functional abilities

  7. Family Outcome GPRA Indicator Part C: All families participating in Part C will report that early intervention services have increased their capacity to enhance their child’s development APR probe: Do family supports, services and resources increase the family’s capacity to enhance outcomes for infants and and toddlers and their families?

  8. Approach • Short-term: obtain data from the States regarding child and family outcome GPRA indicators used to assess program performance at the Federal Level • Long-term: support the development of State early childhood outcome data collection used for program improvement by States, local programs and service providers

  9. OSEP Activities • Focus Group Meeting • Discussions with Other Federal Programs • Presentations at National Meetings to Gather Input • Synthesis Work • Funded Early Childhood Outcomes (ECO) Center • General Supervision Enhancement Grants

  10. Timeline: Highlights • Sept 2004: GSEG awards made • Oct 2004: National Accountability Conference • Nov 2004: GSEG kickoff meeting • Jan 2005: APR TA document released • Feb 2005: OSEP reviews ECO’s current thinking on outcome statements

  11. Timeline: Highlights • March 2005: APRs due (July 2003-June 2004); anticipate most states describing plans and progress on collecting outcome data • Dec 2005: State Performance Plans due • 2007: APRs due; First reporting period all states could reasonably report outcome data

  12. General Supervision Enhancement Grants (GSEGs) • Background • 2004 GSEGs: early childhood outcomes one of four focus areas • Of 21 awards made in September 2004, 17 include a focus on early childhood outcomes
