  3. Purpose Of This Session This is a ‘you show me your staffing structures’ - sort of thing. Nothing prescriptive here – just sharing ideas. Local circumstances differ, ideas on ‘new’ police governance differ, the attitudes of members & officers differ – all this means organic structures will emerge. But notwithstanding the above, there may still be some commonality amongst us – and that’s worth capturing.

  4. Some Rambling Thoughts From Me on PCC’s Office Structure On this issue, we all agree form follows function, but we need to have regard to the…. The ‘Chief Exec’s Dilemma’: Do nothing on staffing and have a PCC’s office not initially capable of fulfilling the PCC’s wishes OR Recruit/re-engineer the PCC’s office for Day 1 based on assumptions of what a PCC will need – only to find they don’t like it!

  5. Some Rambling Thoughts From Me on PCC’s Office Structure The costs of police governance – the ‘love’ that not dare not speak its name? Why has arguably one of the most important issues to do with the success of these reforms been so little discussed? Hmm…. What do we have to grasp on to here? The famous PQ!

  6. Some Rambling Thoughts From Me on PCC Office Structure Hey, I consulted with members and, yes, the force too on the size and shape the interim PCC’s office - and guess what they said?

Some Rambling Thoughts From Me on PCC’s Office Structure • Atavism - ‘I’m losing staff so you should lose too’ • The zero-sum game & and the ‘credit note’ arising from the end of police authorities • The deliberate translating the costs of police governance into the emotional currency of police posts The position of forces/chief’s to emerging PCC offices is interesting here. Watch out for:

Some Rambling Thoughts From Me on PCC’s Office Structure The position of forces/chief’s to emerging PCC offices: The damaging consequences for the PCC of public ‘exposure’ to any plans to increase the costs of police governance (on the alter of ‘bobbies on the beat’) To what extent does the obvious conflict of interest a force has on this subject inhibit them from commenting upon it?

  9. Some Rambling Thoughts From Me on PCC Office Structure PCC’s attitude to the size & shape of his/her office? Ideology? They may be predisposed to reducing the size of the PCC’s office – simply as an end in itself. A PCC may have already stated their intention to reduce the costs of police governance in their campaign (can’t/won’t go back on it even if business case suggests they should). Their own ideas of governance will have consequences upon the staffing structure (e.g. the ‘one organisation’ model)

  10. Some Rambling Thoughts From Me on PCC Office Structure PCC’s attitude to the size & shape of his/her office? PCC’s may be very sensitive to public perceptions of the size of their office. All this means that it’s hard to have rational conversations about the costs of ‘new’ police governance.
