EOP-004-1 Requirement 3Describe, in narrative form, how you meet compliance with this requirement: R3: OKEC maintains a formal procedure “OKEC Disturbance Reporting Procedure “ which contains the company requirements for generating disturbance reports. The Reportable Event section on pages 6 through 10 of the OKEC Disturbance Reporting Procedure specifies that a preliminary written disturbance report will be provided to NERC and WECC when required. OKEC Experienced a single reportable event during the audit period on 04/10/09 and provided the required reports . R3.1: The first paragraph if the Reportable Event section on page 6 of the OKEC Disturbance Reporting Procedure specifies that OKEC will provide reports, within prescribed timelines, to WECC, NERC, and DOE as required. The NERC IROL and Preliminary Disturbance Report which was attached to the OKEC 07/06/2010 Report Email are both provided as evidence that the procedure was followed. R3.2: OKEC personnel have hardcopy, electronic and online access to the “WECC Preliminary Report Form”, “NERC Disturbance Report Form” and the “DOE OE-417 Form”. The completed NERC IROL and Preliminary Disturbance Report is provided as evidence that the forms are available. R3.3: The Delayed Reports section on page 8 of the OKEC Disturbance Reporting Procedure outlines the communication and reporting process to be followed when under certain adverse conditions it may not be possible to assess the damage caused by a disturbance and issue a written report within 24 hours. R3.4: The Final Reporting section on page 10 of the OKEC Disturbance Reporting Procedure outlines the timing requirements that will be followed and the information that will be provided in a final report as requested by WECC.

OKEC maintains a formal procedure “OKEC Disturbance Reporting Procedure “ which contains the company requirements for generating disturbance reports. The Reportable Event section on pages 6 through 10 of the OKEC Disturbance Reporting Procedure specifies that a preliminary written disturbance report will be provided to NERC and WECC when required. EOP-004-1 Requirement 3Describe, in narrative form, how you meet compliance with this requirement: R3.1: The affected Entity, shall submit within 24 hours of the disturbance or unusual occurrence either a copy of the report submitted to DOE, or, if no DOE report is required, a copy of the NERC Interconnection Reliability Operating Limit and Preliminary Disturbance Report form. Events that are not identified until some time after they occur shall be reported within 24 hours of being recognized. The first paragraph if the Reportable Event section on page 6 of the OKEC Disturbance Reporting Procedure specifies that OKEC will provide reports, within prescribed timelines, to WECC, NERC, and DOE as required. The NERC IROL and Preliminary Disturbance Report which was attached to the OKEC 04/10/2009 Report Email are both provided as evidence that the procedure was followed and the reports were submitted within 24 hours as required.

  4. EOP-004-1 Requirement 3Describe, in narrative form, how you meet compliance with this requirement: R3.2: Applicable reporting forms are provided in Attachments 1-EOP-004 and 2-EOP-004. OKEC personnel have hardcopy, electronic and online access to the “WECC Preliminary Report Form”, “NERC Disturbance Report Form” and the “DOE OE-417 Form”. The completed NERC IROL and Preliminary Disturbance Report is provided as evidence that the specified forms were available and used for reporting.

EOP-004-1 Requirement 3Describe, in narrative form, how you meet compliance with this requirement: R3.3: Under certain adverse conditions, e.g., severe weather, it may not be possible to assess the damage caused by a disturbance and issue a written Interconnection Reliability Operating Limit and Preliminary Disturbance Report within 24 hours. In such cases, the affected Transmission Operator shall promptly notify its Regional Reliability Organization(s) and NERC, and verbally provide as much information as is available at that time. The affected Transmission Operator shall then provide timely, periodic verbal updates until adequate information is available to issue a written Preliminary Disturbance Report. There were no adverse conditions which prevented OKEC from submitting the reports within the required timeframe. However this possibility is addressed in the Delayed Reports section on page 8 of the OKEC Disturbance Reporting Procedure

EOP-004-1 Requirement 3Describe, in narrative form, how you meet compliance with this requirement: R3.4: If, in the judgment of the Regional Reliability Organization, after consultation with the Transmission Operator, in which a disturbance occurred, a final report is required, the affected Transmission Operator shall prepare this report within 60 days. As a minimum, the final report shall have a discussion of the events and its cause, the conclusions reached, and recommendations to prevent recurrence of this type of event. The report shall be subject to Regional Reliability Organization approval. The Final Reporting section on page 10 of the OKEC Disturbance Reporting Procedure outlines the timing requirements that will be followed and the information that will be provided in a final report as requested by WECC.
