Currently Effective PM2.5 “Rules” • October 23, 1997 and April 5, 2005 – Transition Guidance for the Implementation of NSR Requirement in PM2.5 Nonattainment Areas • Use PM10 as a surrogate for PM2.5 • 100 tpy PTE as major source threshold • 1-to-1 emissions offsets • Source may quantify PM2.5 instead of PM10

Proposed* NSR PM2.5 Elements • Applicability to PM2.5 Precursors • SO2 in for NA NSR and PSD. • NOx presumed in for NA NSR and PSD. • VOC presumed out for NA NSR and PSD. • NH3 presumed out for NA NSR; out for PSD. • Major Source Threshold • PSD: 100/250 tpy • NA NSR: 100 tpy *Slides may not present all options propose 11/01/2005 [70 FR 65984]

  4. Proposed* NSR PM2.5 Elements • Significant Emissions Rate • Direct PM2.5: 10 tpy • SO2: 40 tpy • NOx: 40 tpy • VOC: 40 tpy or as determined by SIP • NH3: Determined by SIP • Condensible PM2.5 Emissions • Will be included in direct PM emissions for applicability determinations.

Proposed* NSR PM2.5 Elements • Control Technology: BACT and LAER • Applies to direct PM2.5, SO2, and other included precursors. • PSD Air Quality Impact Analysis • Applies to PM2.5. • PSD Preconstruction Monitoring • Case-by-case network evaluation. • Exemptions based on sig. monitored conc. (SMC).

  6. Proposed* NSR PM2.5 Elements • NA NSR Offsets • Applies for direct PM2.5 emissions and included precursors at a minimum 1:1 ratio. • Interpollutant Offset Trading • Allowed with attainment plan modeling demonstration.

  7. Proposed* NSR PM2.5 Elements • Transition for PSD • SIPs due by April 5, 2008. • Continue to Apply Existing Transition Guidance with PM10 as surrogate. • Transition for NA NSR • SIPs due by April 5, 2008. • NA NSR applies at designation through Appendix S (or existing SIP).

  8. Proposed* NSR PM2.5 Elements • Treatment of Precursors During SIP Development Period • Minor NSR • PM2.5 requirements must be included in minor NSR programs.
