  3. Introduction Private Sector Projects Officer employed to set up projects that will help alleviate and prevent homelessness through: • Improving access to the private rented sector for vulnerable households. and • Improving property standards and reducing hazards in the private rented sector

Current market conditions • 27% more surveyors reported a rise in new tenant lettings than a fall, compared to 36% in July (RICS Nov 08). • Meanwhile, 56% more surveyors reported a rise in new landlord instructions than a fall, compared to 45% in July (RICS Nov 08). • A rise in inexperienced landlords poses risk to the rental market (Landlord & buy-to-let Jan/Feb 09). • Rent expectation lowers while tenants want more value for money (RICS)

Issues directly affecting the greater Norwich area • Our research found that communication is the main barrier between Local Authorities, landlord and tenants, e.g. • knowledge of rights and responsibilities missing • Difficulties regarding where to find information • Uncertainty about the help and support from Local Authorities and other organisations. • Landlords are not necessarily unwilling to help but are unsure of issues and also need guidance.

  8. Initially for Accredited Landlords Gives information on common issues Can be used as a quick guide Ensures both landlords and tenants have basic understanding Landlords can hand the tenant guide out as a goodwill measure. Landlord guide & Tenant guide – Norwich City Council

Accredited Landlord scheme - GNHP • Effectively promoting landlords as professional businesspersons with a high standard of accommodation • Helping landlords to become the main competitor in the lettings market by giving them a market advantage • Giving access to incentives, such as the warm lets grant, advertising and useful hotlines.
