BENCHMARKING RTD • Benchmarking Research Policies and National / European Innovation Systems - introductory measures: • The Lisbon summit, March 2000 • The establishment of a HLG (EC and MS) on “Benchmarking, Mapping of Excellence and Co-ordination of National Policies” • Implementation of five Expert Groups (2 input, 2 output, 1 framework): • Human resources in RTD • Public and private investment in RTD • Scientific and technological productivity • Impact of RTD on economic competitiveness and employment • Promotion of RTD culture and public understanding of science

BENCHMARKING RTD: FIRST RESULTS National EU comparison • RTD Investments too low to achieve targets set in Lisbon • Exceptions with outstanding performance: Finland, Sweden • Shortfall of RTD investment is due to the private sector • Human resource development deserves attention in all MS World standards • The gap to USA and Japan is increasing • Permanent flow of researchers to the US (EU brain drain) • EU provides relatively higher numbers of PhD graduates • EU lags behind concerning RTD output (S&Tproductivity)
