  3. Introduction The sustainable development goals are aimed at enhancing human conditions and ensure prosperity for all by 2030. The focus of goal six is on WASH related issues. The contribution of the WASH sector in realising this noble goal goal cannot be underestimated. The SDGs require resources from both local and international in order to ensure smooth implementation. Citizen and government action in social accountability process is an important way of ensuring smooth implementation of the SDGs.

Social Accountability • Social accountability process involves engaging both communities (right holders) and service providers (duty bearers) to assess policies and programs for improvement in service delivery. This process has been seen as a tool for promoting citizen assertiveness and government responsiveness in SDG implementation.

  7. Social Accountability process Social accountability in WASH provides an opportunity for end users of water, sanitation and hygiene services to assess service delivery. This promote; • Participation • Dialogue • Self-Assessment and • Empowerment For improving access to water and sanitation services

  8. Levels of social accountability for SDGs implementation Accountability at CSO level Accountability at the Local Government Authority level Accountability at the Area Council level Accountability at the WSMT level and community structures.

Elements for effective SDG implementation • Localise the Sustainable Development Goals(SDGs) • Increase the availability of accessible information on progress of implementation • Strengthen CSOs and citizens’ capacity to carry out social accountability • Exploring the use of local initiatives/resources in addressing WASH issues.(indigenous knowledge) • Re-definition of development priorities • Partnership development(private sector)

Conclusions • Social Accountability is a tool that can empower citizens to make government responsive and committed to SDGs implementation in WASH. • All actors in WASH service delivery should also be accountable to the people. • The commitment of the government (Fulfiling promises and providing good leadership)
