Administration of Florida Statewide Assessments Section 1008.22, F.S., “Student Assessment Program For Public Schools”, requires the following of SCHOOL DISTRICTS • Participation in the assessment program is mandatory for all school districts • NATIONAL AND INTERNATIONAL EDUCATION COMPARISONS.—Florida school districts shall participate in the administration of the National Assessment of Educational Progress, or similar national or international assessments, both for the national sample and for any state-by-state comparison programs that may be initiated, as directed by the commissioner.

Administration of Florida Statewide Assessments Section 1008.22, F.S., “Student Assessment Program For Public Schools”, requires the following of PUBLIC SCHOOLS • Each public schools shall participate in the statewide, standardized assessment program in accordance with the assessment & reporting schedules & recommended technology requirements published by the Commissioner of Education • School participation may impact school grade • School performance results impact school grade and potential sanctions (e.g. differentiated accountability)

Administration of Florida Statewide Assessments Section 1008.22, F.S., “Student Assessment Program For Public Schools”, requires the following of STUDENTS • Participation in the assessment program is mandatory for all students attending public schools, including adult students seeking a standard high school diploma under s. 1003.4282, F.S. & students in Department of Juvenile Justice education programs • Consequences for non-participation may impact student progression, graduation eligibility & eligibility for advanced coursework • Portfolio exception identified in s. 1008.25, F.S., appears limited to the Grade 3 retention/promotion policy

  10. FSA ELA/Writing Field Test • Why? • Field Testing of prompts for future years • When? • Testing - December 1-19 • Who? • District notified of schools in September • All tested grades participate • What? • 2 prompts, 2 days • 90 minutes each

FY2015 Unique Accommodations • NO FDOE unique accommodations approval process • All special materials One-Item-Per-Page, Large Print, Braille and Paper-based Tests • MUST be ordered on a student by student basis (Process TBD) • MUST include documentation why the student cannot access assessments on computer using available accommodations • Paper-based tests are only appropriate for those students that do not access any assessments or instruction using a computer

FY2015 Statewide Assessment Update ELEMENTARY • Grade 3 Retention, student performance on Statewide Assessments linked to FY14 expectations • Q: Grade 3 linking, what will the timing be so schools can determine mandatory retention decisions?  • A: Scores will be reported in accordance with the statutory requirement, must be completed no later than week of June 8th.

Key Differences from FY14 to FY15 • English Language Arts • Includes Writing • Includes Grades 3-11 • ELL students included after 2 years* • Lowest 25% may contain Level 3+ (if eligible) • No Participation component for Acceleration (MS, HS) • No At-Risk or 5-year Graduation Component • School Grade based on percentage of total points earned • No extra weighting or school grade penalties • Report grades for ALL levels at the same time *Florida Law, but ESEA waiver requires inclusion after 1 year
