    39. Honors & Awards Subcommittee Charter Air Breathing Propulsion Award Dan Jensen, Lead Gordon C. Oates Graduate Award Rob Bruckner, Lead ABP Best Paper Award John Rockensies, Lead Other AIAA Awards On Occasion Chairmans Award Additionally the Honors & Awards Subcommittee will work closely with the Membership Subcommittee to recognize outstanding performance within the TC and support Membership Upgrades. The Fred Billig award to be presented at the next HyTASP Conference. Ms. Rebecca Shupe is this years recipient of the Gordon C. Oates award. January 31st is submission deadline. The current online nomination process @ AIAA has driven multiple awards for a student, need to work with AIAA to tighten the rules somewhat. Best paper award AIAA 2007-1251 presented on Wednesday, it was not correct in the current newsletter. If we vote to expand each TC to have its own best paper award. Lance proposes an invited session for best paper award winners in the future rather than presenting to the full TC. (many agreed) Motion for Brian Rowe Memorial Lecture, JPC 5:30 presentation special invited presentation endorsement Brian Rowe Memorial Lecture award like a Dryden Distinguished Lecture. Need to petition AIAA for an award like this. We could implement possibly by JPC08. Go-Forward Plan Honors and Awards is in solid shape, with established processes in place and working well ABP Award now in compliance with new AIAA policy, and nominations at a recent high (Thank You to all who have helped!) Gordon Oates Graduate Award online process has helped facilitate judging Best Paper structured evaluation process established by John Rockensies in place and effective Challenges remain for the future Many key subcommittee members (including Award Leads are stepping down or moving on ABP Award process may need some further refinement to achieve TC and AIAA goals Candidate pool for Gordon Oates award needs to be strengthened, and AIAA may need to tighten rules on letters of recommendation from faculty Best Paper process is challenged by diversity of specialties within our TC proposed expansion would help this situation More nominations for ABP Award due by 31 October - ABP Committee Needs To Help Publicize Awards Throughout Aerospace Community ASM and JPC papers nominated for the Best Paper award are encouraged to submit to the Journal of Propulsion and Power. Other ABPTC members interested in helping as a reviewer should contact Sivaram Gogineni. Engine Design Competition Current Status 2006 2007 (Lead: Jessica Townsend) Air Breathing Propulsion System for an Uninhabited, Limited Life Mach 3 Vehicle Three entries (Cal Poly SLO, SUNY Buffalo, U. Cinn) Judging is underway (thank you, judges!) 2007 2008 (Lead: Rick Gaeta) "An Improved Turboshaft Engine for the Apache Longbow Scout/Attack Helicopter" Ian Halliwell is writing RFP; Modify baseline turboshaft engine; perhaps highlight active stall control.. The 2006-2007 competition has 3 entries.     52. TC Transition Issues with Education Sub-Committee Initially, at least one member from each TC will serve all 3 TCs, but this may evolve to 3 separate committees in each TC as we grow. Instead of having each TC sponsor a Design Competition in their area, each year will alternate focus on gas turbine, high speed and integration issues

Discussion ensued about how to get more papers into ABP sessions in the future. The idea of a Poster Session was suggested as is currently done in HyTASP as a means of generated worthy presentations. The No Paper, No Podium policy was discussed and whether it was truly in effect for the JPC this time around. Many of the Session Chairs communicated to their presenters that it was indeed in effect for this Conference. JPC 2009 in Denver during 8/2-8/5 2009 JPC Site Options; From 3 solid proposals for 2009; Denver: August (8/2 - 8/5;move in7/31) was selected; Hyatt attached to Convention Center; has best fit for space & hotels; also had available the last week in June, but conflicts w/Fluids conference. Other locations considered Seattle: Another group has option for week of 7/20 and would have 5 days to sign if we wanted to pursue; so would need to turn around quickly; committee meetings would be in adjoining hotel Long Beach: tight fit; would need all rooms in convention center for break-out sessions; cost a little higher than other places Honolulu: never came back with a proposal; however, rejected as an option because of certainty of loosing significant exhibitors San Diego: nothing new; significant problem with flow between exhibit space and conference rooms (previously rejected as option for ASM) Fort Worth: nothing new; 2nd week in August, but conflicts with GNC Albuquerque: nothing new; only had week of 4th of July Potential Sponsors for 2009 (Cecilia): Denver: Lockheed, Northrop Grumman; also good location for West Coast consortium Seattle: Boeing IECEC co-location w/JPC; IECEC signed with Williamsburg for week of July 20th in 2009, Will reconsider collocation for 2010.

Statement Of Motion To Be Placed Before The Committee The AIAA Air Breathing Propulsion Technical Committee Shall Pursue An Expansion From One To Three Committees As Outlined Herein, Namely: The vote was taken by all members in attendance and also those who voted by Proxy. Of the 31 votes the motion passed by a margin of 29 for and 2 against. The Motion carries. Mr. Jeff Hamstra: The next immediate step will be for the outcome to be presented to AIAA Steering Committee in August. Need a more formal plan to move forward with. Cannot let any other TC business fall behind during the road ahead of us. Each new TC to formulate their plans for the future. No planning changes for ASM 08 or JPC 08. 1st planning changes to begin at ASM 09.The vote was taken by all members in attendance and also those who voted by Proxy.
