SEAUSEER Utah’s SEER modeled after NCSEA program Established after Sept. 11, 2001 when City of New York asked SEAoNY to organize teams to provide assistance with disaster Other programs: California Post-Disaster Safety Assessment Program (SAP)Applied Technology Council ATC-20 “Procedures for Post-Earthquake Safety Evaluation of Buildings”

SEAUSEER How Does it Work?Local Jurisdiction requests assistanceSEAU SEER committee helps organize “teams” including building officials, structural engineers and others prepared to evaluate damaged buildingsTeams visit affected buildings and “tag” structures based on safety requirements.Reports filed with authority having jurisdiction for follow-up.

SEAU SEER Why Needed in Utah • Post-earthquake building evaluations are responsibility of local building departments • How well we were prepared for response to an emergency is ultimately judged after the event • More people, more buildings • Earthquakes can happen at any time. (No forewarning) • There is no test-of-time for buildings which have not experienced an earthquake

SEAUSEER Structural Engineers Association of Utah Emergency Response Team • Provide assistance to emergency personnel in post disaster situations • Integrate efforts with other agencies and organizations • Organize SEAU firms to provide assistance • Assist in training of individuals and firms to provide volunteer building assessment services • Act as a point of contact for organizations and agencies seeking assistance of Structural Engineers • Provides experienced and trained engineers
