Description/Purpose • The study currently under way updates San Diego International Airport’s 19-year old Federal Aviation Regulation Part 150 Noise Compatibility Program • Updates 1990 SDIA Noise Exposure (contour) Map • Refines present and evaluates possible new aircraft noise abatement and mitigation measures 3

Background • Initiated in January 2008, expected Federal Aviation Administration approval by December 2010 • Cost - $1.38 million (capitalized, 80% Airport Improvement Program Grant, 20% Passenger Facility Charges) • Supports the Authority’s goal of garnering support among key policy and decision makers and for limiting effects of airport operations on community 4

Objective • Provides comprehensive analysis of present and future airport operations as they relate to noise compatibility • Looks at potential operational procedures and land use planning measures to reduce aircraft noise exposure for the community • Ultimate goal is to contain the 65 decibel Community Noise Equivalent Level noise signature within the airport boundary 5

Part 150 §150.23 (d) “(d) Prior to and during the development of a program, and prior to submission of the resulting draft program to the FAA, the airport operator shall afford adequate opportunity for the active and direct participation of the States, public agencies and planning agencies in the areas surrounding the airport, aeronautical users of the airport, the airport operator, and the general public to submit their views, data, and comments on the formulation and adequacy of that program. Prior to submitting the program to the FAA, the airport operator shall also provide notice and the opportunity for a public hearing.” Public Outreach 8

  10. PROGRESS • Noise Exposure Maps (2009/2014) accepted by Federal Aviation Administration on November 10, 2009 • Public comment period for the Noise Compatibility Program ended February 14, 2010 10

Board Responsibility • As defined in the 14CFR Part 150 regulation, the governing body votes on the final Noise Compatibility Program (NCP) recommendations as a package, and designates/authorizes a responsible party (President/CEO, etc.) to sign the related certification in the final Noise Compatibility Plan submission to the Federal Aviation Administration. 11

  18. The “litmus” for approval of a program element is whether that measure “provides further noise relief for residents in the defined Noise Impact Area (65dB CNEL contour).” 18

Next Steps • Draft of the final recommended measures will be forwarded to Federal Aviation Administration (FAA) for a “line of business” review following staff and consultant appraisal of last minute community input. • Consultant and Authority staff will incorporate FAA comments/recommendations and bring final package to Board, probably May 2010, for action before formal submission to FAA. • FAA has 120 days to take action. 19
