MDT’s Pavement Marking Program “Ensuring a consistent level of retro-reflectivity statewide, seeking the right strategy at the right time” Mike Bousliman Montana DOT MQA Peer Exchange October 12, 2004 Madison Wisconsin
Outline • Current Program • Pavement Marking Management System • Training Program • Condition Assessment
Waterborne Applied by MDT forces 10 Striping Machines $3.1 Million 15,000 4-Inch Miles Epoxy Contracted Work $5.5 Million 7,000 4-Inch Miles Current Program
Pavement Marking Management System • Striping projects performed by • Maintenance Forces and Contractors • No coordinated approach to • delivering the best product at the • best time • No formal process for selecting materials
Program Objectives • To develop a system to continually track location and • condition of pavement markings on all state maintained • roadways • To collect and analyze all appropriate data to help • facilitate decisions regarding pavement markings • To develop appropriate quality assurance/quality control • standards to ensure a consistent program is delivered • statewide • To develop complete life cycle models to better predict • appropriate replacement schedules • To develop processes to allow thorough evaluation of all • pavement marking products
Program Objectives • To develop a system to accurately predict pavement • markings budgets • To develop a system that helps meet or exceed the • pavement marking performance objectives established • in the AMMO process • To coordinate project scheduling among pavement • marking projects and all other pavement-related • projects statewide
Pavement Marking Management System • Inventory • Installation • Condition Assessment • Replacement
Inventory • Complete, comprehensive inventory • Long lines and symbols • Configuration • Continual maintenance • Inventory information access • Data • Maps
Installation • Expected life • Project forensics • Material issues • Testing new materials • Baseline reflectivity data
Condition Assessment • Basis for deterioration models • Three characteristics • Reflectivity • Durability • Coloration • Establish standards for each • Data collection issues • Statistically valid sampling
Replacement • Life-cycle (deterioration) models • Coordination w/ existing projects • Project prioritization • Outputs similar to PvMS • “What if” analysis
Resource Issues • FTE • Equipment • Training
Training Program • Materials • Contractor Application • Equipment (hands-on) • Contract Administration • Project Inspection • Documentation • Retro-reflectometers
AMMO/Condition Assessment • Reflectivity • Durability
