  1. THE DECOMMISSIONING OF KOSOVO A Kosovo A power plant is the worst source of pollution in the Western Balkans. As party to the Energy Community Treaty, Kosovo has the legal obligation to implement the EU’s Large Combustion Plant Directive by 31 December 2017. Emissions from Kosovo A are significantly above the emission limits set in the Directive and are a major burden on public health. The European Commission is ready to financially support the closure of Kosovo A, under 3 conditions: The highest political commitment that the plant will be closed within the legally binding deadline; Practical and operational steps to prepare for the closure begin now. We identify actions to start the decommissioning work as soon as the funds are available and well before the plant stops producing power.
