International Students • GOVERNING AUTHORITY • Title 10, United States Code (Title 10 prescribed below unless otherwise indicated) • DoD Directive (DODD) 1322.22 of 24 Aug 94 • OPNAVINST 1531.6C of 28 May 91 • EXCHANGE PROGRAM WITH FOREIGN MILITARY ACADEMIES • Section 6957a of Title 10 • ELIGIBILITY • Maximum of 60 International Midshipmen in Brigade • NOMINATIONS • Maximum of six candidates per country for each vacancy • No more than three foreign students per country (DODD) • Nominations submitted through appropriate diplomatic channels

  3. International Students • SERVICE OBLIGATION • Priority to nominees who have a national service obligation • REVIEW PROCESS • The records of nominees are evaluated by the USNA International Admissions Board in April

International Students • ENTITLEMENTS • Foreign students are entitled to the same pay and allowances of a midshipman appointed from the United States • TUITION COSTS • Each foreign country shall reimburse the US for the cost of instruction, including the cost of pay and allowances • SECNAV prescribes the rates for reimbursement and SECDEF may waive the requirement for reimbursement, based on country’s World Bank income figures • Typically high income countries such as South Korea, Singapore, and Taiwan do not receive waivers

International Students • REGULATIONS • International students are subject to the same regulations governing admission, attendance, discipline, resignation, discharge, dismissal, and graduation as a US midshipman • SECNAV may prescribe regulations with respect to access to classified information that differ from the regulations that apply to US midshipmen • International students are not entitled to an appointment in an armed force of the US by reason of graduation from the Academy

International Students • Jun-Aug: Services/OSD discuss country priorities • Early Sep: OSD releases invite msg to countries; • USNA immediately sends nomination • information to all eligible countries • 31 Jan: Nom deadline (country DAO USNA) • USNA emails DAO with candidate application instructions • 1 Apr: Deadline for candidate to complete online application

International Students • Early April: • International Admissions Board • List to Superintendent for approval; if approved, sent to OPNAV to verify list meets Navy objectives; if approved, sent to OSD for review and waiver determinations • When approved, USNA contacts DAOs to advise of appointment(s)

CONSIDERATIONS • Overall, same as for US candidates, including CFA • Medical exam is given upon arrival at USNA • Special emphasis on English ability • Both SAT and TOEFL (Test of English as a Foreign Language) Scores • Where Verbal SAT scores are weak (below 450), Board carefully considers TOEFL scores, English course success, and DAO recommendations • Face-to-face interviews with DAO critical in determining candidate’s ability to communicate, but not always available International Admissions Board

International students arrive 10 days early • Program is designed to ease their transition to a different culture and prepare them for the rigors of Plebe Summer • Professors assess their English proficiency • Ensigns lead PEP for the International Mids • Ensigns also take them to various places to learn more about American life: museums, sporting events, the mall, etc. International Midshipmen Orientation Program
