Project Remit Planning - Problem Statement - Planning is often identified as a causal factor in accidents and incidents, however what exactly ‘failed’ can often be unclear Planning time - Problem Statement - having adequate time and resource to plan and putting a freeze of change (design, methodology, sequencing etc.) at a given point prior to the activity Change - Problem Statement - change occurring and laying dormant and undetected until the actual work takes place Change Control Process - Problem Statement - having appropriate change control processes that assess the impact of the change Involving the Right People - Problem Statement - Involving the right people in the planning process – how often does the supervisor or tradesman get asked to contribute

  3. IW & SMIS Event Review • IP Irregular Working events (118) – 2010/11/12 – 57% show or indicate a planning issue contributed. • IP SMIS extract events (700) - 2011/12 – 56% of relevant events show or indicate a planning issue contributed.

The Team A team was assembled from Network Rail and our supply chain AMCo – Andries Lienberg Carillion – Rob Tunley Invensys – Robert Cairns Murphy – John Murphy Network Rail – Mike Lyons, Mark Tingay tusp – Richard Smith A series of workshops were undertaken with additional work being carried out outside of these.

  6. Planning • The working group considered long term – medium term and - short term planning. The aim being to understand how plans are currently formed and how they can be improved. The process maps below were developed. / T-37 TT-90

  7. Actions taken forward July to date • Task Briefing Sheet development • Murphy and AMCo undertook internal trials of revised TBS format. Feedback positive, formats adopted on certain projects. • SNE S&SD have undertaken an exercise reviewing a number of current TBS formats and developed a revised / simplified TSB template for consideration.

Actions taken forward July to date and going forward The Planning Toolkit • Review / Finalise Planning Tool Kit requirements • Concise guidance - consideration of existing good practice gathered • Mission Room utilisation – Surround vision (currently in use on F2A and currently looking at York) • 3 and 4 D Modelling utilisation • Briefing and training requirements • Creation of Planning Centres (dedicated locations) • www.planning-toolkit.co.uk • Collaborative working group interfaces and opportunities • (integration with the Route planning process and the Electrification work stream)
