  2. Se afirma que en cierto sentido las contradicciones entre normas son inevitables. Cuando el legislador dicta una nueva ley, sus disposiciones casi siempre entran en colisión con otras normas ya existentes, aunque sean coherentes entre sí. Si no hay tal conflicto, la ley es redundante, a menos de que se trate de una materia totalmente virgen, que no ha sido regulada antes.
