  3. Onside Kick Situations • Ball must go 10 yards and hit ground (in any order) before K has right to touch. First touching can only occur in the neutral zone • First touching, K recovers • R’s ball at spot of first touching • Popped up, goes 10 yards, wind blows it back, hits ground, recovered by K • K’s ball • Popped up, K jumps up between two R players and catches kick • Kick catching interference • Ball on ground, touched by R, picked up by K and run for TD • K’s ball at spot of recovery – cannot advance • OOB untouched • Foul on K • OOB touched only by K • Foul on K • OOB touched only by R • R’s ball at OOB spot • OOB touched by R, then K • R’s ball at OOB spot • Popped up, R players signal fair catch, R1 hit before he can catch • Kick catching interference • Popped up, R players signal fair catch, R players block, R1 hit before he can catch • Illegal block on R – kick catching interference on K • Kicked into ground, pops into air, R players signal fair catch, R1 catches • Invalid fair catch signal on R • Kicked into ground, pops into air, R players signal fair catch, K recovers beyond neutral zone • Invalid fair catch signal on R.   5. Unannounced Rule Change • Rule 1-5-3k • Sweat bands must be worn on the wrist beginning at the base of the thumb and extending no ore than 3 inches toward the elbow. • Cannot wear them on the forearm or bicep

  7. Holding • Officiate at the point of attack • Did it have an impact on the play – call it • Was it obvious to everyone – call it • Against a receiver – call it • Away from the play – don’t flag it, talk to him • No impact on play – don’t flag it, talk to him

What is Holding? • BEAR HUG - Arms surrounding opponent. • WRAP/GRAB & TURN - Hands are on the outside of the shoulders and opponent is actually turned over to one side or the other. • SHOULDER DIP - Player may have hands inside on the chest or outside on the shoulders. When runner passes there is a noticeable dip in the should of the opponent. • SHIRT STRETCH - Players hand inside on chest - as players disengage there is a clear stretch of the shirt. • PULLOVER - It looks like player is being run over by the opponent but has grabbed the shirt on the chest and pulled the opponent down on himself. • GRAB OF LEG - Generally done when the player is on the ground, will reach out and grab the leg. • YOU MUST - Make sure something happens - even if a player attempts to hold but the opponent runs right through his attempt - no foul should be called. • KEYS -Advantage/DisadvantagePoint Of AttackDirection Of Rusher - is the rusher just dancing with the player or is he actively pursuing the ball

  12. Timeout or Illegal Substitution • Play: As the referee is counting guys in A's huddle, a player leaves and runs to the sideline. As the referee ends his count, he finds they still have 11 players on the field - so they had 12 in the huddle. As he blows his whistle and throws the flag, his linesman also blows his whistle - A's coach called a timeout as the referee was reaching for his flag.What's your call? Penalize the illegal substitution or wave off the flag and grant the timeout.Does the game situation matter? In this case it was 29-8 late in the game that was supposed to be a nailbiter between cross town rivals (the coach calling the TO is behind), 10,000 people in the stands and a lot of subs being run in and out. • Discussion board (www.officialforum.com) agrees – wave off the flag and grant timeout. • Okay, reverse the situation... the coach calls timeout then you notice his team has twelve in the huddle and since you didn't notice anyone come in... he must have been there awhile. • Majority on board agreed – don’t call it and grant the timeout. • IMPORTANT – There is no foul for having 12 players in the huddle. The violation is for a replaced player not leaving “immediately.” Immediately, by NFHS interpretation, is “3 to 5 seconds.”

  13. Penalty Enforcement from End Zone • We will limit discussion to just a few minutes. It could go on forever! • B1 intercepts a pass in his end zone. While trying to run it out of the end zone, A1 accidentally grabs B1's facemask (5 yard variety). After the facemask foul, B1 fumbles the ball and it rolls out of bounds at the 2 yard line. What is the basic spot? Where is the enforcement spot? • Running play. Basic spot is the end of the run. • Enforcement Spot? • Discussion board (www.officialforum.com) went back and forth. • Conclusion – there is no rule support to cover this situation! • The 20 yard line basic spot is not spelled out in 10-4. The casebook has two similar plays, 10-4-4 (situation B) and 10-4-5 (situation G) telling us that if the end of the run is in the end zone and the final result is not a touchback, and A's force put the ball in the End Zone, we enforce from the 20.

Authorized Conference • A’s head coach calls timeout and comes onto field. • Keeps two players by him, sends the rest to the sideline • What are you watching for? • Teams can only hold one type of conference during any timeout. • In this case, A’s players can go to the sideline, but may not converse with coaches. • Use preventive officiating
