  2. 2007 Survey - Priority Issues For teachers and deputy principals • Protection of existing conditions • Wages • Protection of school holidays • Class sizes • Class time • Security for fixed term employment • Genuine career paths • Protection of existing conditions

  3. Priority issues continued For Principals • Salary equity with VGS • Appropriate relativities • Strengthening contract provisions – notice and contract renewal For SOs and SSOs • Protection of existing conditions • Wages • Improvements to the classification structure

  4. Government Sector OutcomeSource AEU Bulletin • Top of the teacher scale $75,500 • Highest top rate in the country • Graduate teachers at $51,571 • Highest entry point in the country • $1000,$1500 and $2000 bonuses for most teachers and principals. • Pay increases between 5.2% and 11.5% per year • Effective date 11 May – pending ratification by AEU • No loss of holidays, no loss of pupil free days • No increase in scheduled class time limits.

  5. Parity • Since 1997 we have had the same increases from the same date as our government sector colleagues on the scale. • The operative date is as important as the quantum. • No matter how long this agreement takes to reach, we expect the operative date to be the same.

  7. Challenges in negotiations • School Officers and Schools Services Officers • Positions of Leadership • Principals’ Salaries • Deputy Principal rates and allowances • CEO staff

  8. Challenges: SOs and SSOs • Percentage increases on scale • Real increases in pay • Classification levels • Majority of SOs and SSOs are at top increment of their level • Government sector deal will take months to formally conclude

  9. Challenges – Principals, Deputies • Difference between classification structures in VGS and Catholic schools • Relativities between levels of Principal salary and new 75,500 rate for teachers at top of scale • Relativities between Principal rates and other leadership positions • Relativities between deputies on salary and the top of the scale, deputies with allowances

  10. Challenges - POLs • Relationship between POL and VGS Leading Teachers rates • Previously 6 pay points – 6 levels of POL • Leading teachers compressed into 3 pay points: $78019, $80,242, $82530 • Leading teacher bonus -$1500 at top 3 levels • POL Allowances? $2519, $4752, $7030 • Current POLs are: (1)$1895,(2)$3843,(3)$5847, (4)$7908,(5)$10027,(6)$12208

  11. Challenges for Independent Schools • Status of current agreement or lack thereof! • Government sector benchmarking • Schools that commit to % above VGS • Leapfrogging • Getting to the bargaining table • Dealing with the new industrial framework for agreement making.

  12. The process from here… • Continue negotiations with Catholic employer • Depending on progress, continue to campaign on our issues • ‘In-principle’ Agreement considered by Committee of Management • With COM endorsement - to meetings of VIEU Councils • With VIEU Council endorsement - to ratification by VIEU members at sub branch level – over approximately 2 weeks • With majority member ratification, General Secretary signs off on Agreement. • Agreement then goes through formal process of employee voting. With two weeks notice, a formal ballot will be held in each workplace of all employees to be covered. • On a majority ‘in favour’ vote, Agreement will be lodged.

  13. Non-members • Everyone in schools will benefit from the Agreement. • VIEU members campaigned for it. • VIEU negotiates it • VIEU resources come from VIEU membership fees. • Isn’t it about time non-members paid their way?
