General Guidelines of the CPC • An independent, standing committee appointed by agents • Not a sub-committee of any Council or group • Composed of five (5) individuals • One representative each from 4-H, FCS, ANR, Horticulture, and Fine Arts • Each CPC member may represent only one program area. • Counties without a Horticulture or Fine Arts program shall recruit two additional volunteers from either law enforcement, social services, education or clergy to complete the 5 member committee.

General Guidelines (continued) • CPC members serve 3 year terms on a staggered, rotating basis • No more than two consecutive terms may be served • No more than two individuals may rotate off in a given year. • Committee elects Chairperson and Secretary • Suggestion: Chairperson should be the 4-H rep • Committee members sign Confidentiality Statement & appropriate volunteer position description • Committee members complete the Client Protection screening protocol

  4. Specific Responsibilities • Chair meets with appropriate agent, as needed, to review Volunteer Application Packets (VAPs) for their program area. • ANR for ANR volunteers • FCS for FCS volunteers • 4-H for 4-H volunteers • Horticulture (or ANR) for MG volunteers • Fine Arts for FA volunteers

Specific Responsibilities (continued) • Secretary records minutes at each CPC meeting. • Minutes are to be kept in locked, fire proof filing cabinet along with volunteer files. • Secretary submits written report to appropriate program council with the names accepted as volunteers in that program area. • Does not include names of applicants who are not accepted. • Secretary submits report to CPC Chair as well

Volunteer Application Packets • Application • Motor Vehicle Request Form • Criminal Records Request (Background Check) Form • Volunteer Reference Forms • Expectations for Volunteers • Interview Notes • Criminal Records Request results • Sex Offender Registry Results • Volunteer Position Description

Categorizing VAPs • Categorize VAPs as Green, Yellow orRed • Green • complete, clean background check, positive, supportive references, well suited for position – accepted as volunteer • Yellow • Incomplete application, question or issue in packet that merits additional probing, may not be a good match for position. • Goes to full CPC for discussion, review and face to face interview • Red • Packets contains information which renders applicant objectionable or unable to be placed. Goes to full CPC for review and confirmation of rejection.

Next Steps…in the VAP Review Process • GreenVAPs • Accepted as volunteers without further committee review. • Agent notifies applicant, in writing, of acceptance and schedules orientation. • YellowVAPs • Go to the full CPC for review. • A face-to-face interview with the CPC committee is required. • 10 questions (Volunteer Questionnaire and Volunteer Questionnaire II) • Additional questions which probe the necessary topics that must be resolved. • RedVAPs • Go to the full CPC for review. • Committee confirms the decision to deny or may vote to further review.

  9. “Knock-Out” factors • The following factors disqualify an individual from becoming a volunteer for UK CES (and categorize them as “red.” • Theft • Misappropriation or mismanagement of funds • Public intoxication at an Extension event or activity • Drug trafficking or use • Child abuse • Battery • Assault with a deadly weapon • Sex with a minor
