  1. New York, 22 October 2019 Second Committee dialogue: Inclusive societies based on new economic models and sustainable use of natural resources Perspectives from the UNECE region Olga Algayerova, Executive Secretary

  2. Global Resources Outlook 2019 • Extraction and processing of materials, fuels and food contribute to: • 50% global GHG emissions • over 90 % of biodiversity loss and water stress. • By 2060: • Global material use could double to 190 billion tonnes • greenhouse gas emissions could increase by 43%.

  3. Trends in the UNECE region Uneven distribution in occurrence and use of naturalresources Major producer as well as consumer Largesttrade flows in the world Source: UNEP, Global Resource Outlook 2019 • Major technology provider for resource production and consumption • Major contributor to operationalizing resource efficiency and implementation of the circular economy

  4. UNECE’s nexus approach Reducing negative environmental and social impacts, supporting shift tolow carbon economy and climate action Promoting sustainable production and consumption and transition to circular economy Facilitating sustainable resource management

  5. Integrated planning and intersectoral coordination • UNECE supports sustainable management and good governance of natural resources, their monitoring, norms and standard setting, and the development of cross-sectoral practical tools. • Main elements of the integrated approach include: • holistic management • improved material productivity • improved consumption patterns • reduced waste • increased recyclability • Regional coherence, international standards and the application of good practices reduce uncertainties and investor risk.

  6. Examples and toolsfor effective management of naturalresources in the UNECE region

  7. Information and data: UNFC and UNRMS United Nations Framework Classification for Resources (UNFC) global, principles-based and user-friendly system for classifying, managing and reporting mineral, petroleum, renewable energy, anthropogenic resources and injection projects • UNFC offers a system applicable to all energyand mineralresources • Use and development in EU, African Union, China, Russia, Mexico… • Development of Resource Management System (UNRMS) underway

  8. Public participation and assessmentof environmental impact Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters Espoo Convention on Environmental Impact Assessment in a Transboundary Context

  9. Protectingour air and water UNECE Convention on Long-range Transboundary Air Pollution (Air Convention) Convention on the Protection and Use of TransboundaryWatercourses and International Lakes(Water Convention)

  10. Building capacities and commitment for sustainable forests • The UNECE region covers 43% of the world’s forests, • about 60% of global wood provision. • Commitment to restore 2.5 million ha from degraded land to healthy, productive forests in Caucasus and Central Asia • >>an additional 24% of forest land in the region • >>restored area the size of Sicily • Climate summit: Tree in Cities challenge • Wood products for circular economy

  11. Sustainable transport: a “driving force” in improving resource management UN vehicleregulationsdeveloped at UNECE enable more efficient and cleaner fuel technologies Certification of vehicles and global technicalregulations, incl. on - resource efficiency, - CO2 emission/fuel consumption (for vehicles both with traditional combustion engines and electric and hybrid-electric propulsion systems) • recyclability of motor vehicles (for waste reduction and reutilization of base materials for the automotive sector.

  12. Addressing Food Loss and Food Waste Food lossaccounts for about 14% of the foodproduced. SDG 12 (sustainable production and consumption) providesclear direction. • UNECE quality standards for the safe and transparent trade of food and agricultural produce • International best practices • UNECE Food Loss Challenge

  13. Circular economy – the way forward • Only 9% of the global economy is circular today. • Transitioning to circular economy is essential for the SDGs. • UNECE has many relevant outputs, and can do even more.
