  2. St Bernard/St. Matthew 2011 framework & 2012 Recommendations • In the event of the loss of a parochial vicar: • The pastors and deacons remain unchanged • 2. The remaining parochial vicar(s) continues to report to existing • pastor supervision … and shuttle between parishes. • The non-supervising pastor contributes to the vicar’s evaluation • Both parishes share the vicar’s cost • All above appear reasonable in 2012 … except: • 3. The non-supervising pastor(s) contributes to the vicar’s evaluation • 4. Affected parishes share cost … 2011 2012

  3. St Bernard/St. Matthew 2011 framework & 2012 Cluster Recommendations In the event of the loss of a pastor: 1. The remaining pastor assumes responsibility for both parishes 2. Parochial vicar(s) and deacon(s) will report to the remaining pastor, as does all staff of both parishes 2012 - Recommendations Per 2011 report One of the remaining pastors assumes responsibility for the parish losing its pastor (Bishop’s decision). The second remaining pastor retains his pastorship, and will collaborate with the first pastor to cover the religious and non-financial needs of all three parishes using available cluster assets (e.g. vicars, deacons, etc.). Parochial vicar(s) and deacon(s) will report to assigned pastor(s) where possible. Vicar and/or deacon at parish losing its pastor, will report to pastor assuming responsibility. Parochial vicars and deacons will support all parishes in the cluster as directed by their supervisor. Staff to report appropriately.

St Bernard/St. Matthew 2011 framework & 2012 Cluster Recommendations In the event of the loss of a pastor (Con’t): Both parishes share the cost of the clergy Consider installing parish Business Manager(s), reporting to pastor(s), responsible for managing day-to-day financial and administrative matters 5. When appropriate, consider streamlining cluster management by combining additional parish committees and functions (e.g. certain committees purchasing, other etc.). 2012 - Recommendations Per 2011 report All parishes share the cost of clergy as assigned. All parishes install, at some level, a Parish Business Manager reporting to the pastor, responsible for managing day-to-day financial and administrative matters Same as 2011

St Bernard/St. Matthew 2011 framework & 2012 Cluster Recommendations • In the event of the loss of a pastor (Con’t): • As long as parishes are financially viable, • parishes are managed separately 2012 - Recommendations Per 2011 report Parishes should be maintained and operated as individual organizations as long as they remain financially viable, and there are enough cluster resources available to meet the religious needs of all three parishes.   If finances for one of the parishes fall below the threshold of viability (Bishop’s decision), or the cluster resources are not sufficient to provide adequate service to three parishes, then we would recommend closing one of the parishes and consolidating its members into the remaining cluster parishes.
