On May 4, 2010, the Illinois Education Association (IEA) collaborated with the Illinois State Board of Education and Governor’s Office, motivated by pressures from legislators amidst the Race to the Top grant competition. This unprecedented collective effort led to the development of guidelines for teacher evaluations, emphasizing the importance of using diverse measures, including student growth data. The legislation, initiated in the 2012-2013 school year, introduced new evaluation categories and required comprehensive training for evaluators, aiming to enhance educational quality and accountability in Illinois.

Beginning 2012-2013 school year: • 4 ratings categories for tenured teachers (adds “needs improvement” and changes “satisfactory” to “proficient”) • Professional development plan for tenured teacher receiving “needs improvement” • Formative evaluation of tenured teacher receiving “needs improvement” in subsequent year; summative evaluation remains on cycle Evaluation Legislation Illinois Education Association
An outside study must be completed on the effectiveness of using student growth in evaluation by 2014. • Full implementation cannot occur unless there is sustainable and adequate funding. • ISBE fulfills all of its responsibilities which include a climate survey at the building level to assess working conditions Other Components of the Legislation
