The Uninformed : The entitled beneficiaries who are completely unaware of PM-JAY and the benefits the scheme brings to them The Uncertain: Beneficiaries who have an e-card but don't know much about PM-JAY and currently don't need the benefits The Solution Seeker : Entitled beneficiaries who have an e-card and are in need of medical assistance • Desired Outcome: Avail treatment

Best Practices related to Macro Challenges Jammu & Kashmir 1 Nagaland 2 • PM letters distribution carried via airways, and distributed by mid-level health service providers (MLHPs) by hand • Door to Door campaigning in remote areas by ASHAs & MLHPs • Pamphlets in local dialects distributed at local community events. • Radio jingles and YouTube videos reaching remote areas 5 SEWA • Facilitated enrolment and spread awareness through group education • Door-to-door activities and set up health camps in the villages 4 3 Gujarat Mizoram: • Enrolment of beneficiaries living on the longest coastal stretch of 1600 kms by travelling through boats • Enrolment by CSC operators in desert areas & tribal districts to reach out to eligible beneficiaries • State-wide beneficiary identification drive to reach eligible beneficiaries in remote areas

Best Practices related to Human-related Challenges 2 5 1 Jammu & Kashmir Gujarat: Punjab • SAPTDHARA: The district forms a team of health staff for community awareness through puppet shows • Organizing SATCOM programs for Health staff and PRI members • Scheme related benefits printed on Kites • Tableaus • Radio jingles in Punjabi • Website in Punjabi • Comic books on scheme benefits • Help desk kiosk for beneficiaries in public hospitals of all 22 districts • Ayushman Bharat Rath • Street plays in villages. • Religious sermons used to spread awareness. • Brand LPG gas cylinders reaching every household • 6 Pondicherry 3 Mizoram 4 Nagaland 6 • Pocket-size card with helpline number printed, for beneficiaries seeking treatment outside state • Leaflets printed in local language • Demo of BIS & TMS in local Language • Health camps at Sunday Markets and at two primary health centers • Rally, Walkathons • Health camps organized • YouTube videos created and TV talk shows aired speaking about the scheme benefits

Best Practices related to Facilitator-related Challenges Mizoram 1 Gujarat 5 2 J&K • “Ayushman Bharat Rath” started in Ahmedabad, to create more awareness. • 2,773 operators at CSCs & 4,606 VLEs at E-gram centers for e-card distribution • Patient Satisfaction letter signed after hospital discharge • Distribution of Hospital lists in pocket size booklets • Equipping and strengthening more than 1800 CSCs (made inactive CSCs active). Night camps by CSCs to reach out to maximum beneficiaries • Regular training and awareness sessions given to MOs, PMAMs, District Coordinators resulting in increase in patient registrations • Live Demo & Training in Model hospitals 3 4 Nagaland Punjab • Dedicated WhatsApp number to help the beneficiaries to check their eligibility.  • Meetings with ASHA and ANM for further spreading awareness

Key Messages There cannot be a “one size fits all” approach to IEC 1 There has to be a judicious mix of conventional mediums of communication along with the digital mediums in a goal-oriented and efficient way 2 The facilitators’ skills and knowledge related to IEC needs to be strengthened 3 Local community leaders should be identified as facilitators for effective communication and to reach the last mile 4 An output-based metric will have to be developed in order to measure the effectiveness of IEC campaigns 5
