  5. DEFINITIONS (January 2006) Program – A major, independent part of a capital asset or system. Program Budget - The total budget for the program including all allocated budget, management reserve, and undistributed budget. In this context, “program” includes all government and contracted resources used to perform all contracts and projects. Program Risk-Adjusted Budget (PRB) – A program risk-adjusted budget establishes the cost, schedule and performance goals for reporting to OMB on program performance. In this context, “program” means the approved capital investment or useful segment approved by OMB. (Note: Program Risk-Adjusted Budget is not yet an official term and may be revised when OMB issues the next version of the Capital Programming Guide, a supplement to Circular A-11 Part 7.)

  6. 3.1 ACQUISITION LIFE CYCLE • Acquisition life cycle reflects four phases: Planning, Budgeting, Procurement, and Management-In-Use. • Capital Programming Guide has three phases: Planning and Budgeting, Acquisition, and Management-In-Use • Integrated Product Teams (IPT) are identified in this section as we have defined them in the IBR Guide. • Capital Programming Guide identifies an IPT as an Integrated Project Team which means a multi-disciplinary team lead by a project manager responsible and accountable for planning, budgeting, and procurement and life cycle management of the investment to achieve its cost, schedule and performance goals.

EVM APPLICATION (planning) EVMS Compliance – System Acquisition System Acceptance is a process that involves reviewing, approving and certifying the design and implementation of an EVMS in accordance with the requirements of EIA-748. A summary of the purpose, scope, applicability, and location of the NDIA System Acceptance Guide is provided in paragraph 6.5 of this guide Need to revise to be in concert with the System Application Guide.

  8. 6. EVM APPLICATION NDIA Guides supporting EIA-748 application are identified with the applicable acquisition life cycle for the customer and suppler organizations in Figure 10. The number in ( ) after each guide name identifies the paragraph explaining its use in the application of EVM on a contract or project. (Revised in the System Application Guide)
