  4. Development Process • Generic list of tasks used as a template/baseline • System operator SME’s recruited • 4 TOP, 4 BA • 4 senior (2 TOP, 2 BA), 4 junior (2 TOP, 2 BA) • Assigned to teams of 2 – one senior, one junior per team • Trainers & SME’s review tasks • Regularly scheduled facilitated meetings • Discuss tasks in detail: keep, reword, eliminate, demote, add new tasks as relevant to SRP operations 

  5. Reliability Related Test • How would failure to do this task affect the BES? • How would an error doing this task affect the BES? • How does the task correlate with the NERC Functional Model?

  6. SME Validation • All NERC certified TOP and BA system operators participated in review and comment on SRP task list • All operators participated in the DIF ranking (difficulty, importance, frequency) • Final list published in an operating procedure 

  7. Lessons Learned • The process was just as arduous as we feared • Never get more than 3 SME’s in a room at one time and ask for their opinion • What you think will be a slam dunk task discussion can take hours to resolve • Feed the SME’s generously • End result: the process was productive and a good learning opportunity for all 
