  3. What’s the problems in TQM? • About Tools/ Methods for analysis or troubleshooting - We don’t have other new tools or methods to contribute to analysis or troubleshooting in organizations in five or six years. - An organization have to be changed with the surrounding business situations.

  4. continued • About Expansion of Business-type Fields. TQM will be applicable to - non manufacturing organizations ex:service sector or governmental - educational - medical or healthcare, etc. else manufacturing organizations.

  5. continued • About Connection with JAB/IAF ISO/IEC Guide says: “Consultancy is considered to be participation in an active creative manner in the development of the quality management system to be assessed by, for example: a)preparing or producing manuals, handbooks or procedures; b)participating in the decision making process regarding management system matters; c)giving specific advice towards the development and implementation of management systems for eventual certification. Note: Management Systems as referred to in guidance G.2.1.23, include all aspects of such systems, including financial.” IAF Guidance on the Application of ISO/IEC Guide 62

  6. continued - We can understand that an isolation of registration/certification and consultancy is important. However, an organization wants to getthe appropriate advice how to construct good management system. - JAB regulation (in Japanese) prohibits definitely these advices.

  7. Proposal from JUSE 1. How to promote communication and cooperation with the Interested Parties such as ISO, IAF, WTO and World Bank, etc.? - ISO management system standard is not enough for management of quality. ISO/IAF/JAB might have expected to get a good advice to understand completely “Management System”. - To introduce TQM into the under-development countries, they might need the financial support of IMF/ World Bank.

  8. Proposal from JUSE (cont’d) 2. Exchange of our Know-how and knowledge as a professional organization among ASQ, EOQ, JUSE, ANQ and IAQ: - Technical exchange - R&D of new technique or tools through Internet Network and/or some Technical Committee.

They will be able to apply to: - For human life : Quality of Life, Earth Environment, - For business organizations : Marketing, Branding, R&D, Sales, Medical, Educational, Governmental, - For other fields : MBA, MOT degree
