Process to develop the ETOPS/LROPS RIA • ETOPS/LROPS WG was requested to develop a RIA at OST 04-1 • An ad-hoc WG with participation of CAA-UK, DGAC-F, Boeing, AEA and CJAA was put in place • RIA is both for EASA and JAA purposes • NPA 11-2 guidelines were followed Regulatory Impact Asessment for NPA OPS-40

  4. Process to develop the ETOPS/LROPS RIA • A progress report was made at OST 04-2 • ETOPS WG was consulted. • Before this OST version, 12 drafts were developed Regulatory Impact Asessment for NPA OPS-40

  5. Contents of the ETOPS/LROPS RIA • It contains 3 parts and 10 appendices • The 3 parts are built on the same framework Regulatory Impact Asessment for NPA OPS-40

Marcou’s presentation) • Synthesis of Airbus, Boeing and AEA experience relative to Safety • Based on the above and Boeing/Airbus traffic forecast, attempt to forecast diversion risk Regulatory Impact Asessment for NPA OPS-40

Contents of the ETOPS/LROPS RIA • Some highlights (cont’d): • Cost evaluated (Twins): Design, Changes in operations approvals; Severe climate area/recovery plans, Rescue and Fire Fighting Service, Penalty on non ETOPS route; Maintenance; Reduction of cost due to fuel reserves and new weather minima. • Cost evaluated (3 and 4): same as above but Cargo fire protection was added, Fuel reserves, increase cost Regulatory Impact Asessment for NPA OPS-40

  12. Recommendation resulting from RIA • Propose to proceed with NPA amended as described in B. Marcou`s presentation • Alleviate main concerns expressed by Operators • Amendments will be listed in Paragraph 5 of the 3 parts Regulatory Impact Asessment for NPA OPS-40
