CRD • 17 Comments received • Several have sub-comments • 8 Declined • The main reason for declination of these comments was that they sought to extend the scope of the NPA far beyond that intended • The Commenter, present at the HSST, was thanked for his work but advised to produce a separate paper detailing his views • 7 Noted • These were generally supportive comments • 2 Accepted • NPA text amended as required
NPA-OPS 50 • Text amended in line with the responses
B) Section 1, Subpart K • JAR-OPS 3.675 Equipment for operations in icing conditions. It is not intended to revise this text as it does not exclude aircraft with a Limited Icing Approval from flying in forecast or actual icing conditions. An Airworthiness Approval for flight in Light Limited Icing conditions meets the requirements of 3.675(a) and no further text is required. Equipment specific to a Limited Icing Approval will be included in the amendment to ACJ OPS 3.346, as specified in item C) paragraph (vi) below. Limited NPA-OPS 50 Explanatory Note Para 1.1.2 Amended Text

The MEL should reflect this requirement. • The aircraft Minimum Equipment List (MEL) for flight in icing conditions, should include the requirement for serviceable radio altimeter and weather/mapping radar. Amended Text ACJ OPS 3.346 Flight in expected or actual icing conditions New Para 5
Conclusion • HSST has unanimously endorsed the CRD and changes to the NPA having followed the JAR 11 process. • HSST recommends that the OST accept the revised NPA and forward to either: • RST if JAR 11 process still available, or • EASA for future rule making process
