Crisis Migrationhttp://isim.georgetown.edu/work/crisis/ • Humanitarian Crisis: Any situation in which there is a widespread threat to life, physical safety, health or subsistence that is beyond the coping capacity of individuals and the communities in which they reside • Diverse triggers • Movements: • Displacement • Anticipatory movement • Trapped and in need of relocation • ‘At risk’ populations

Migrants in Crisis Responses are necessary during all phases of a crisis: Particular vulnerabilities due to a range of factors Different groups of migrants have distinct needs Protection needs vary based on locale of movement Fundamental human rights are implicated Multi-stakeholder responses needed

State-led Initiative on MICIC • Improve the ability of States and other relevant stakeholders to prepare for, respond to, alleviate the suffering and protect the dignity and rights of, migrants caught in countries in situations of acute crisis • Migrants defined broadly • Countries in crisis (i.e. natural disaster or conflict) • Outcome: voluntary guidelines • For more information, see: http://www.gfmd.org/meetings/sweden2013-2014/key-activities

  5. Migrants in Crisis A range of basic principles should underpin protection framework including: Non-discrimination in access to humanitarian aid Right to leave any country and enter one’s own Right to seek and enjoy asylum Protection against serious human rights violations
