Structural Funds 2007-13 Lowlands European Regional Development Fund: ERDF P1 (R&D, Commercialisation) – low carbon - proposal to target marine offshore wind and tidal technologies £15m remaining ERDF P2 (Enterprise) – complimentary to Business Gateway / low carbon £4m remaining ERDF P3 (Urban Regeneration) – clean sustainable public transport, decontamination and servicing of brownfield sites linked to ERDF eligible activity £20m remaining, + £10m to complementJESSICA ERDF P4 (Rural Development) – low carbon focus – energy efficiency, renewables in construction, sustainable transport - £21m remaining, likely to be vired may be used to match broadband For Info: ESEP Ltd : European Structural Fund Programmes for Lowlands and Uplands Scotland 2007-2013 - http://www.esep.co.uk/

Interreg IVA: Scotland/Ireland/Northern Ireland Cross Border Programme • Eligible Areas: Northern Ireland, Border Region of Ireland, Western Scotland (Ayrshire, DG, H&I) Priority 1: Co-operation for a more prosperous cross-border region: • enterprise and tourism • call for strategic project –approx £10m – early 2012 – scope to look at energy Priority 2: Co-operation for a sustainable cross-border region: • cooperation in policy development • improve access to services and quality of life • transport call (£10m) - expected Sept 2011 - Hybrid Ferry shore infrastructure • further call for collaboration in 2011 • Projects must involve 3 jurisdictions, 75% grant in Scotland, 100% in Ireland • Scotland Europa contact person: Caroline Coleman, Interreg IVA National Contact Point for Scotland – Caroline.Coleman@scotent.co.uk

Interreg IVA: Scotland/Ireland/Northern Ireland Cross Border Programme Current projects*: • ISLES – feasibility of off-shore electricity grid – Scottish Government • Bio-mara – research project marine algae for bio-fuels - SAMS • Hybrid ferry -CMal • Renewable energy supply chain - HIE *All projects funded under the Energy call. At the moment no money left for the Energy call but opportunities for Energy projects may be available under other areas of the Programme.

Technical Assistance – energy efficiency, sustainable transport and integration of renewable ELENA • Aims to cluster decentralised projects in energy efficient buildings; renewable energy; clean transport and local infrastructure to create local “teams” to make bankable projects • Staff and consultancy for development of investment programmes and projects • Grants up to 90% technical assistance to get projects “investment ready” • Local authorities and other public bodies European Energy Efficiency Facility (EEE – F) – Technical Assistance • Grants for technical and financial preparation of investment projects, to be financed by the EEE – Fund • Public authorities, preferably local and regional, or • Companies (public or private) acting on their behalf e.g. local energy utilities, ESCOs, CHP companies, transport operators • Technical assistance grants looking for high leverage of actual investment Info: Energie help-line: http://www.energiehelpline.co.uk/

The Seventh Framework Programme 2007-2013 (FP7) - CollaborativeR&D Purpose: Transnational collaboration in R&D and demonstration projects Funding: • FP7 - total budget allocation of over €53Billion • R&D 50-75%, demonstration 50%, coordination 100% Eligibility: • Minimum three partners, three member states • Public and private sector Structure • Thematic: top-down (Cooperation Programme) € 30Billion • Non-thematic: bottom-up for SMEs only (Capacities Programme)

The Seventh Framework Programme 2007-2013 (FP7) - Collaborative R&D • Large companies: • With existing R&D activity or that which could be stimulated and leveraged through FP7. • Hi-tech SMEs: • Spin outs from universities or firms with hi-tech and knowledge based products and in-house R&D capability. • Mid-tech SMEs: • With some R&D activity or that which could be stimulated and leveraged through FP7.

FP7 Non-Thematic Calls – Capacities: R4SMEs & SME Association Beneficiaries: SMEs and SME Association Aim: To strengthen the 'innovation capacity' of SMEs in Europe and their contribution to the development of new technology based products and markets, by supporting them to outsource research Funding:usual FP7 rates – However, total funding cannot exceed 110% of total R&Dsub-contracted to RTD performers Participants: min 3 SMEs from 3 different MS or AC + 2 independent RTD performers from 2 different MS or AC – Other organisations may also participate but they MUST be independent from any other participant.   19. Other Non-Thematic R&D Programmes – EUREKA's Eurostars Beneficiaries: R&D-performing SMEs [A company that invests 10% or more of turnover or full-time equivalent to research activities]. Purpose: • Supports energy efficiency, adoption of new and renewable energy sources, greater market penetration for these energy sources, energy and fuel diversification, reduction in final energy consumption. • By tackling non‐technological barriers. Activities funded: Capacity building, spreading of know‐how, exchanges of experience, policy input, awareness raising, education and training. Setting up of local or regional energy agencies. Eco - Innovation Programme • Purpose: supports businesses with new ‘green’ solutions to find a place on the market for their innovations. • - New production processes, products or services • - New management and business methods • Funding: In 2009 40 projects shared around €30 million of funding, grant up to 50% of eligible costs • Eligibility: targeted on SMEs but large companies and public sector can participate, single applicant possible, but need EU added value • 2011 call open – closes September National Contact Point: Ewa Bloch - West Midlands European Service - e.bloch@wmeuropeanservice.eu
