  1. HAPEVILLE WIRELESS NETWORK STATUS REPORT

Project Background • The Hapeville Wireless Network will use wireless mesh technology that will be implemented in a two phased approach Phase A and Phase B. • Phase A will cover the Southside of the City 1.5 square miles from I-85 to I-75 (WCG funded), • Phase B will cover the North side of the City (primarily residential area) 1 square mile. HATT will appropriate the needed funds in subsequent years to be used for the build out of this phase. • Completing both phases will cover the entire City of Hapeville in wireless access. The total square mileage that the network would cover is 2.5 square miles.

Project Highlights • The Hapeville Wi-Fi network has just completed the final design phase for Phase A of the project. • The initial design work is being completed for a potential Phase B, which would complete the build out of the Citywide Wi-Fi Network. The design work for Phase B will be included in with Phase A project at no additional cost to the City or HATT. • The City and HATT will use the domain name www.hapevillewifi.com as the main domain for the website containing information about the wireless network, it will also be the future home of the networks own site. • There will be a Project team meeting scheduled on May 22, 2008 at 11 am in the Fire Training Annex.

Project Start-up Phase • Project Start-up phase completed. • The design of Phase A has been completed; this phase will cover from the southern border of the City to near the Oakdale/North Ave area and the ParkwayDr/ Old Jonesboro Rd/ Northside Dr area. • The design requires the following locations to serve as Gateway/backhaul stations for the network infrastructure: • City Hall • Fire Station #2 • Hapeville Police Department • There will need to be a 60 ft tower installed at the Police Department. The cost of this has been included into the total cost of the project. • In three locations (Colorado Ave, Baseball Fields, and Central Park), it has been decided that using free standing 20 ft aluminium poles that the City would install and own would be best suited for those locations.

Project Start-up Phase cont. • While the radio equipment is being installed at each City location VC3 will remove any old equipment at each site. • The network will consist of 38 Cisco Aironet 1520 Series MAPS and 16 Cisco Aironet 1520 Series RAPS (each access point has a coverage radius of close to 160 yards). * This take the total number of access points down from the budgeted amount of 70 to 54. • The business model has been refined the City and HATT will stay with the model that was submitted to GTA in the application. The RFP for an ISP has been delayed due to further, but will be issued no later than June 2, 2008.

Infrastructure Build out and Verification Phase • The City and HATT are currently in the process of securing the rights of way acquired and getting the necessary permission for vertical asset installation. • VC3, Inc has ordered the equipment for the network and will start working on deploying the areas of it that will utilize City owned property. • The City’s legal counsel is currently working with GA Power on the Pole Attachment agreements to gain the necessary access to their poles. This should be wrapped up with in the next 30 days.

  8. Budget • The total cost of the CAPEX (Capital Expenditures) has been decreased from $449,009.00 to $401,400.71. This number does not include the cost savings from the decrease GA Power Pole Attachment fees. The City and HATT have decided to expand the scope of the GTA funded project by adding additional access points to the Coefield Park and Old Jonesboro Rd areas. • The final numbers for the GA Power Pole attachments and associated fees should be finalized around mid-June. • VC3, Inc. has billed The City $12,000.00 for the wireless design services. There will also be another invoice sent to the City and HATT within the next 30 days for the all the project equipment. • There will be a request for payment from the City and HATT to GTA (Georgia Technology Authority) submitted in the beginning of June.

  9. Issues/Concerns • The only issue that would currently impact the actual functionality of the network once it is in place is the current video surveillance system that is in place at City Hall. The radio wave frequency would cause disturbance on the 2.4 Ghz frequency. This system will be removed and be replaced by an IP based system that will run over new wireless network. • The City and HATT are still waiting for confirmation from Delta’s Corporate Real-estate Office for access to their A3/Technology building to deploy a radio on top of it. This issue should be cleared up within the next 2-3 weeks.
