  2. The TSCA is the primary legislation regarding toxic substance regulation. It grants the EPA the power to study, limit, and ban chemical manufacture and use. Established the ITC, or Interagency Testing Committee, to identify chemicals requiring testing. The 1986 Amendment requires asbestos hazard reduction in schools The 1988 Amendment provided funds for reducing indoor radon The 1992 Amendment regulates and reduces lead exposure

  3. The TSCA regulates chemicals that have had negative effects on primarily humans (such as lead poisoning and cancer from radon exposure), but which may also affect the environment. IIt remains limited by cost of testing and regulation programs.
