  2. The Issues with the Current System. • Each Dispatch Center has several agencies that (or has the potential to have) use the same apparatus identifiers. For example: • Franklin County Communications Center • WWCFD#5 and FCFD#5 utilize the same agency and apparatus identifiers. (For Example EN51) • SECOMM • Benton County #6 and Kennewick Fire utilize the same agency identifier (6). • Within Mutual Aid • Prosser FD#3 and FCFD#3, WWCFD#4 and BCFD#4, WWCFD#5 and FCFD#5 and BCFD#5 use the same agency and/or apparatus numbers. Why are these changes necessary? • The Fire Districts and Departments are preparing to switch to a single Computer Aided Dispatch (CAD) and communications center. • It is anticipated that all Fire Agencies from Benton/Franklin and WWCFD#5 will be dispatched from a single dispatch center. • The single CAD will not allow for the duplication of apparatus numbers • Using the single CAD will ultimately save over hundreds of thousands of dollars and avoid duplication in CAD upgrades and maintenance. • Provides for more accurate on-scene accountability. What are the benefits of these changes? • Avoids duplication of apparatus numbering • Reduces on-scene confusion, thus enhancing safety • Identifies the Kind, County, Resource Zone, and Type of unit • Follows the Washington State Chief’s recommendation for apparatus resource typing • Is compliant with reporting software, NFIRS (National Fire Incident Reporting System), and NIMS Apparatus Re-Numbering

Who Made the Decision to Change? • The Tri-County Fire Chiefs formed a committee to develop a numbering system that will be compliant with NIMS and NFIRS and be compatible with a single CAD. • This proposal will be compatible with NIMS, NFIRS, CAD and can be expanded to include other counties (up to 10) within our region. • This proposal will avoid duplication of resource identifiers for all apparatus.   6. All Fire/EMS agencies that are currently served by the Franklin County Communications Center (FCCC) and SECOMM. Agencies served by FCCC - FCFD#1,2,3,4,5, Connell Fire Department, Pasco Fire Department, North Franklin Hospital District, WWCFPD#5. Agencies served by SECOMM- BCFD#1,2,3,4,5,6, Kennewick Fire Department, Richland Fire Department What agencies will be changing? Apparatus Re-Numbering

Numbering Scheme In order to meet the NFIRS limitations of 5 characters, and maintain NIMS compliance by identifying the resource kind and type, the following scheme has been proposed: Resource Identifier = Resource Kind (alpha character(s)), County Identification Number, County Resource Zone, Apparatus Type, Designator. NIMS Apparatus Type County Identifier For Example: Pasco E81 would be re-numbered to E2811 Designator County Resource Zone (CRZ) NIMS Apparatus Kind Apparatus Re-Numbering

  8. The System Each Resources would be assigned by Apparatus Kind as defined by NIMS, NWCG, FAA and the Washington State Fire Chiefs Special Operations Support Resources Primary Tactical Resources Apparatus Re-Numbering

  10. Zones • Each participating county will be divided into county resource zones (CRZ). The maximum number of CRZ’s per county will be limited to 10. • CRZ’s are usually divided considering agency boundaries. If a fire district station is located within the city boundaries, the CRZ for that station will default to the city CRZ. Apparatus Re-Numbering

Each resource within a given agency will be associated with a “kind” designator, not all resources will be “typed”. • Typing of resources will be identified using the Washington State Fire Chief and NWCG Typing; which is compatible with NIMS • Typing is categorized as Primary Tactical, Special Operations or Support resources • Primary Tactical resources will usually contain 1 alpha character and 4 numeric characters. For example an Engine would be assigned the alpha character “E” • Special Operations and Support resources will usually contain 2 alpha characters and 3 numeric characters. For example a rehab unit would be assigned the alpha characters “RB” Resource Typing Apparatus Re-Numbering

  32. Resource Typing (HazMat Team) • HZ 182 “HazMat 182” because it is stationed in Benton County CRZ 8, and is a Type 2 Team Apparatus Re-Numbering

Resource Typing (Rescue) • •Technical Rescue (TR) • Has the equipment requirements AND the staffing at the technician level to perform tasks that require this level of qualification • •TRT with KFD = TR 184 - “Technical Rescue 184” • •TRT with PFD = TR 284 - “Technical Rescue 284” • •TRT with RFD = TR 174 - “Technical Rescue 174” • All are Type 4 Teams per NIMS, though have additional capabilities that are in Type 3 but not all of them • •FCFD #3 Rescue Unit – R28-41 – “Rescue twenty eight forty one” • •Prosser FD #3 Rescue Unit – R13-41 “Rescue thirteen forty one” • •Big Trailer in KFD now TR 183. • It has Type 3 capabilities in the equipment but can only be a type 3 if it also has staffing to that level • •When the unit is a trailer then the tow vehicle is included in the unit number. That is it does not retain its own number. • •If a unit has rescue equipment but does not meet the minimum Type 4 configuration then it is a Utility (UT) • For example a vehicle with a set of jaws may be dispatched as a Utility OR • If a vehicle such as a command vehicle has a set of jaws it may be dispatched because it has this attribute in CAD Apparatus Re-Numbering

  36. How to Say IT Apparatus Kind – Say the name, not the letter. For example E=Engine, M=Medic, etc. How to pronounce or say identifier if using 3 numerals – BC171 = Battalion One Seventy One AR281 = ARFF Two Eighty One How to pronounce or say identifier if using 4 numerals – E2811 = Engine Twenty-eight Eleven E3561 = Engine Thirty-five, Sixty-one Apparatus Re-Numbering

CAD Resource Tracking We are tracking resources in CAD, therefore pickups and cars that are available for people to use or respond in and which may or may not be assigned to a specific person are called UTILITIES. If the pickups or cars are assigned to a resource (chief, TO, MO, BC, etc.) they will assume the alias of the resource. For example: Utility Two Eight One (UT281) becomes Training Two Eight One when used by the training officer. When not in use by the training officer it retains the identifier of UT281.   38. No re-numbering scheme is perfect. This scheme, as proposed, has the least number of conflicts. However, there are conflicts. For example, both FCFD#3 and BCFD#1 have stations that are within city limits. Remember, that county resource zones are primarily determined by agency boundaries.   39. There is no plan to change the station numbers. These numbers are immaterial to the proposed numbering scheme. For example, Pasco Fire Department St81 will house the following units: E2811 E2861 M2811 Franklin County St32 would house: E2814 E2863 What is not Changing Apparatus Re-Numbering

Phased In Transition Timeline • •Agency training throughout the coming months • •December 1, 2012 - Single Resource Overhead/Personnel • Battalion Chiefs, Chiefs, Chaplains, Training and Medical Officers, Duty Chiefs and Duty Officers • Note: All agencies will start with 1 not zero. For example: CH 171 not CH 170, TO 281 not TO 280 etc. • •January 7, 2013 - Medic Units • •February 7, 2013 - Engines/Ladders/Platforms • •March 7, 2013 - Special Operations and everything else • CBDR, Dozers, ARFF, TRT, HazMat Apparatus Re-Numbering

  41. Summary • Resource Number = Resource Kind (alpha character(s)), County Identification Number, County Resource Zone, Apparatus Type, Designator. NIMS Apparatus Type County Identifier For Example: Pasco E81 would be re-numbered to E2811 Designator Changing the system is imperative. Our current system is not capable of growth and change and affects resource dispatching, tracking and ultimately firefighter safety!
