EOI Evaluation Process • Every EOI looked at by 2 different people: one grants management person and one education person • Every project evaluated has a separate completed score sheet • Using a scale from 1 to 5 • Remarks from each evaluator included in the score sheet • Scoring of each item based on agreement between 2 evaluators • Final list established through meeting by entire evaluation team

The Evaluations • At EOI stage special attention to (i) financial and operational management capacity and (ii) innovation (see EOI form) • We use an initial threshold of 70 out of 100 points • Everything <70: too little quality in terms of the combination innovativeness – organisational capacity • Everything > 80: convinced about good quality both in terms of innovativeness as well as in terms of organisational capacity • Between 70 and 80: more difficult to draw strong conclusions

  10. The Evaluations • Financial management criteria - If softened criteria not met: OUT. (Total: 62) • But we did look at these 62 applications without scoring them. This led to some good ideas that could receive an exception. To be discussed separately. • Overall: the applications not meeting the finance criteria were not good

  11. Outcome of the scoring • Number of projects reaching the > 70 points threshold: 51 projects • Total value represented by the > 70 points threshold: 23,022,355 GBP

High proportion of high value projects in highest scoring projects • If we take only the projects of 80 and above, we will arrive at an amount of 12,392,448 GBP and 22 projects (i.e. perfect in terms of value, low in terms of number of projects, all themes represented) • If we take all projects of 75 points and above: 18,185,102 GBP and 37 projects (i.e. perfect in terms of number of projects, high in terms of total value)

Decision-making • Not consider projects that scored below 70 • Include all projects that scored 80 or more • Not have a total value of projects with that is more than double the amount available for funding, i.e. 16 MGBP • Suggestion: Choose additional projects for a total value of 3.5 MGBP of the projects that scored between 70 and 80 as well as “special projects to consider” (see next slide), using criteria of (i) innovation and (ii) diversity (themes, type of organisation, country of origin, size of project) • Alternative: Take all projects of 76 points and above
