  2. The California Department of Education (CDE) monitors English learner (EL) Programs in local educational agencies (LEAs) through the Federal Program Monitoring (FPM) process. (CaliforniaEducation Code§64001.[b]) The EL Program Instrument is used by LEAs to self-monitor their obligation to meet state and federal requirements and by the CDE during an on-site FPM review.   3. English Learner Program Purpose • The EL program must help ELs to: • Acquire full proficiency in English as rapidly and effectively as possible • Meet all of the state’srigorous grade-level standards for academic achievement

DimensionI - EL 2 English Learner Advisory Committee • Sites with 21 or more ELs require English • Learner Advisory Committee (ELAC) • Parents of ELs elect ELAC members • EL parent membership must reflect, at a minimum, the same proportion of ELs as are represented in the student population • Other members

DimensionI - EL 2 English Learner Advisory Committee (continued) • Advises School Site Council (SSC) on the development of Single Plan for Student Achievement (SPSA) • Advises principal and staff on the development of SPSA • Advises principal and staff on the schools’ programs for ELs • Receives training materials and training to carry out legal responsibilities • Elects District English Learner Advisory Committee (DELAC) representative

  8. DimensionI - EL 2 English Learner Advisory Committee (continued) • ELAC may vote to delegate responsibilities to an existing school level advisory committee • Recipient committee must agree and receive training

  9. Dimension I - EL 3 District English Learner Advisory Committee • A DELAC is required when 51 or more ELs are enrolled in a district. • At least 51 percent of DELAC members must be EL parents not employed by the district.

  10. Dimension I - EL 3 District English Learner Advisory Committee (continued) Advises the local Governing Board: • Needs assessment done on school-by-school basis • Development of a district master plan for educational programs and services for ELs • LEA’s EL program goals and services

Dimension I - EL 3 District English Learner Advisory Committee (continued) • Compliance plan for staff requirements • Language Census report • Review/comment on reclassification • Review/comment on parent notifications • LEA trains/provides materials to DELAC • Training planned in full consultation with DELAC

  14. Dimension II - EL 4 Annual Assessment • Annual CELDT assessment and notification within time frame • Annual testing of ELs with IEPs • Standardized Testing and Reporting (STAR) Program assessments

  15. Dimension II - EL 6 Single Plan for Student Achievement • Annual review and approval of the Single Plan for Student Achievement (SPSA) • Consistency with the LEA Plan • Based upon needs assessments and analysis • Instructional and auxiliary services

  20. Dimension III - EL 11 Disbursement of Categorical Funds to Sites Must be: • Consistent with Consolidated Application • No less than 85 percent of Economic Impact Aid (EIA) apportionments are used at school sites for direct services for eligible students • Reflected in SPSA

  21. Dimension IV - EL 13 Program Evaluation • Analysis of English proficiency and grade level academic achievement of ELs • Evaluation of program effectiveness in helping ELs gain proficiency and achieve academically • Implement modifications per data

  22. Dimension IV - EL 14 Reclassification • CELDT • Comparison of performance in basic skills • Teacher evaluation • Parent consultation

  23. Dimension IV - EL 14 Reclassification (continued) Pupil permanent record must contain: • Language and academic performance assessments • Participants and decision in the reclassification process

  24. Dimension IV - EL 14 Reclassification (continued) LEA monitors for two years: • Progress of academic performance • Records must indicate additional academic support where Reclassified Fluent English Proficient (RFEP) student is not performing satisfactorily

Dimension V - EL 16 Professional Development Professional development for classroom teachers, principals, administrators, and other school or community-based personnel that is research-based and designed to: • Improve instruction and assessment • Enhance professional knowledge • Produce positive long-lasting impacts on teacher performance in the classroom

  26. DimensionVII - EL 20 English Language Development Each EL must receive ELD instruction appropriate to his/her need for the purpose of English language acquisition as rapidly and effectively as possible.

DimensionVII - EL21 Access to Core Academic instruction is designed to assist and ensure that all ELs: • Meet grade level content and performance standards in a reasonable amount of time • Overcome any academic deficits while acquiring English • Actions to assure that identified deficits do not become irreparable
